Earlier in the month, the county saw a number of thefts of mobile phones from cafes, restaurants and bars where people were distracted by an offender who then took their phone.

Whilst these incidents have reduced, there are still a number of mobile phone thefts across Hertfordshire and police are reminding the public of three key things to keep in mind:

1. Register your phone for free on www.immobilise.com
   It could help your phone to be returned to you if it gets lost or stolen.
2. Keep your phone safe
   Don’t leave it in your car, in an open handbag or pocket and never leave it unattended  in a public place, even for a second.
3. If it gets stolen, block it immediately
   If you are unlucky enough to have your phone stolen, let your phone operator know  immediately and they can block the phone so that a thief can’t use it – and also report it  to police.

Unfortunately some people are tempted to report their mobile as stolen when they know they have lost it instead – false reporting is a crime. This is an offence and, where there is evidence, police will prosecute. Prior to reporting your mobile as stolen to police, you will be asked to make a declaration that you understand the consequences of making a false claim.

Posters with the numbers of mobile phone operators are now displayed in most station receptions and are available on the police website – search for ‘mobile phone security’.

If you report your phone as stolen to the police, officers need the serial number, known as the IMEI number, of your handset to be able to fully investigate the offence.

The IMEI is a unique 15 digit number assigned to the handset at the point of manufacture. It will be placed on a national database to which all UK police have access. If you don’t have IMEI number to hand, it will be on the box the phone came in or you can obtain it from your network operator. The best way is to register it for free on www.immobilise.com, that way you have an online record of number and police can return it to you if it gets lost or stolen.

You must also ask your operator for the handset and SIM card to be blocked so they don’t work any more.

If a registered bike is stolen and then recovered, it is likely to be quickly reunited with its owner and police will have a better chance of prosecuting the thief.

As reported by BikeBiz, PCSOs Jaime Page, Matthew Sait and Derek Fletcher from the MPS/TfL (Metropolitan Police Service/Transport for London) run Cycle Task Force reunited a stolen bike with its owner this month. While on patrol in Islington on May 3rd 2011, they noticed an unsecure and unattended silver bike upturned outside a sports shop in Chapel Market, London.

The officers checked the frame number of the bike against the National Mobile Property Register (NMPR) to check if it was registered and reported stolen. The checks revealed the registered bike had been stolen in Tavistock Square, WC1H one month earlier on April 4th.

The PCSOs detained the suspect – a 17 year old boy from Camden – who was inside a nearby shop. He was then arrested on suspicion of handling stolen goods and has since been bailed, to return to police on June 30th.

Cycle Task Force Inspector Graham Horwood said:

We are delighted to be able to return this bike to its rightful owner.

This shows that you can increase your chances of having your lost or stolen bike returned to you, by having it registered and reporting any theft to police. We advise any cyclist to do the three R’s’ – record the details of their bike, register them onto online property databases and report any theft to the police.

The cycle-dedicated team of officers are aiming to cut bike crime in London and has made over 130 arrests since its launch in June 2010.

The NMPR is the dedicated on-line property search system for UK Law Enforcement agencies. It allows the police to search any identifiable item of property to view its registered owners details, if it’s been reported stolen to the system by the police anywhere in the UK, by the owner, the insurance company or in the case of a mobile phone, a network.

Virtually all the forces in the UK use the NMPR with nearly a hundred thousand officers with access via their control centres, handheld devices and computer systems. Hundreds of thousands of checks have been run since the system went live with many arrests and charges brought as a result of the information held on the NMPR database.

Officers believe that the rise can be combated with the help of the community who can help reduce further offences by taking preventative security measures.

Although the district has enjoyed falling figures in crimes such as robbery, sexual offences and thefts from outbuildings, burglary and theft from vehicles remains an issue which officers are keen to stamp out.

Sergeant Geoff Crocker, of Harrogate Safer Neighbourhood Team, said:

Harrogate is one of the safest towns in the safest county in the country, however some people’s complacency over crime prevention is making life easy for criminals.

We have to act now to ensure that offenders don’t have it their own way. Make life difficult for them, most thieves are opportunistic – if they see an unsecured door or window they will be in.

What they don’t like is a challenge, it is vital that people take the proper security measures to ensure that their houses or cars are as difficult as possible to get into.

Over half of burglaries occur at properties that have been left insecure and these offences could have easily been prevented by closing windows and locking doors.

Sgt Crocker also pointed out that burglaries where offenders force entry to a property are almost exclusively committed at homes which don’t have burglar alarms fitted. He added:

While investigating a recent burglary, I noticed that the offenders had climbed over several garden fences of neighbouring properties to get to the house. All the surrounding properties had burglar alarms, the house that was burgled did not.

Laptops, jewellery and car keys were stolen from the house and Sgt Crocker is urging residents to consider the loss of possessions and inconvenience against the cost of having adequate security measures installed.

Thefts from unattended vehicles have also gone up in Harrogate, mainly because many people are still leaving their cars unlocked.

Laptops, iPhones, Blackberrys and wallets have all been stolen from insecure vehicles recently, in thefts that could have been easily prevented by locking the door and removing valuable items from view. Sgt Crocker said:

The lack of security awareness shown by some motorists is staggering, the vast majority of thefts from vehicles have come as a result of the car being left unlocked.

Thieves are simply walking along the road or up driveways looking for vehicles that have been left insecure.

We really need to get the message across: lock your car, remove all valuable property and leave nothing on view.

Police are urging the residents of Harrogate to work with them to make life tough for criminals and help reduce the number of burglaries and thefts occurring in the town.

Local Safer Neighbourhood officers are always happy to give crime prevention advice and everyone can do their bit to ensure their homes and cars are secure.

Sgt Crocker added:

We need to ensure firstly that thieves aren’t getting an easy steal and secondly that they have an increased risk of getting caught.

The first part of this has to come from the community by observing basic security procedures including using locks that they already have.

The second part is down to the police, to relentlessly pursue criminals, put them before the courts and continue to reduce crime in Harrogate District.

• Remove all valuables from your vehicle and ensure it is locked.
• Keep keys in a safe place, out of reach of doors and windows.

Student cyclists across Greater Manchester are being urged to saddle up and beat the bike thieves by taking advantage of free bike security schemes, following the theft of more than 5,200 pedal bikes last year.

Between 1 April 2010 and 31 March 2011, 5,265 bikes were stolen from across Greater Manchester – a nine per cent increase compared to the same period in the previous year.

Over the next few weeks, students will be invited to attend a series of bike security marking events across Greater Manchester. Police officers will give out a limited number of free bike locks to cyclists without adequate security on a first come, first served basis, along with discount vouchers for the Bike Doctor, Manchester, and bike security advice.

In this latest effort to stamp out bike theft, officers will also target thieves by using a number of decoy bikes to track down offenders, along with increased patrols in hotspot areas. In addition, officers will also be on the lookout for bikes with similar descriptions to those stolen, stop-checking anyone who might be riding one. Should a bike turn out to be stolen, they could be arrested.

Detective Chief Inspector Julian Snowball, of GMP’s Serious Crime division, said:

This is a great opportunity to help put the brakes on bike theft by getting your bikes security marked free of charge.

Bikes are expensive so will always be a target for thieves, especially if they aren’t secured or only have a standard lock. We would like to encourage students, where possible, to use the official cycle racks covered by CCTV. However, if they are not available secure it to a heavy or bulky object that can’t be moved.

You can also register your bike at www.immobilise.com, which is an online database linked to police property systems that will help us reunite you with your bike should it be stolen and later found. By advertising that your bike’s identity has been registered, it becomes far less attractive to thieves.

As part of the campaign, posters will go up in cycle shops, universities, colleges, public buildings, schools, sports centres and other eye-catching places. In addition, bike hangers, with a discount voucher for secure locks and crime prevention advice, will be hung on parked bikes in universities and colleges.

One in three burglaries take place when thieves simply walk in through unlocked doors, or reach in to steal items through open windows.

Darren Surgey, one of Notts Police’s crime reduction managers, said:

While burglaries at insecure properties is not typically seasonal, we often see an increase when the weather is warmer.

With extended time off work due to bank holidays, people are more likely to be spending time outside, which can increase the risk of leaving doors unlocked and windows open. It only takes a second for a burglar to walk in through an open door and steal goods.

We would like to remind people that thieves are often opportunists who may try a door to see if they can get inside. Lock your doors whether you are inside or not, and don’t leave anything valuable on view within reach of an open window.

By taking a few simple steps, you can help protect your home:

• Close your windows when you go out and always ensure valuable items are not left on view or within easy reach.
• Look in when you’re out – use a timer switch to make your lights come on at night.

The phone was flagged up as stolen after it was attempted to be sold to an Internet mobile company.

The police were informed and received the details of the seller, who was identified as a woman from Dunsville. She was interviewed by police and admitted to finding the phone in the area that it was reported as being stolen. She received a caution, as this was her first offence. The phone was recovered and handed back to the owner.

Police are hoping this result will encourage more people to register their belongings with Immobilise. It is the UK’s national property register, which allows people to create secure and private portfolios online for their personal property.

In a countywide crackdown on theft and burglary, police are urging people to log their expensive Christmas presents and any other precious belongings on immobilise.com – the world’s largest FREE register of ownership details.

In a time when police resources are getting ever more stretched, the police are looking to focus their efforts on crime prevention, with this campaign aimed at preventing thefts happening in the first place – a more efficient way of protecting the public.

And in addition to acting as a major deterrent to criminals, the big difference with Immobilise is that as well as getting your stuff back if it’s lost or stolen, the system helps to catch the thieves as well!

The database is linked directly to police systems, so when officers recover any property, for whatever reason, they can check it against items logged on Immobilise. For example, if someone arrested on suspicion of drunk and disorderly has your stolen mobile phone in their pocket, police will also be able to link the theft to them as well – but only if it’s registered!

Any item can be registered on immobilise. The easiest items to log are electricals, or anything that has a serial number, but you can even log jewellery or ornamental items using the photo upload and description functions. You can register as many items as you like, and then if they are lost or stolen you simply log back on to register them as such. Avon and Somerset Police have transformed an empty shop unit in The Mall Bristol, Broadmead, into a rather unusual information centre.

Experts from Bike UK, the Safer Bristol Partnership and the police will be on hand to advise members of the public on all safety issues, from bike locks and seasonal burglary to late night transport and drink and drug awareness.

One of two large window displays will contain a crime scene for members of the public to investigate. The other will be have a bike security theme. Police will be urging shoppers to register presents like laptops and bikes on the national property database, Immobilise.

The database is used by police to trace the owners of suspected stolen property.

If the items are ever stolen the account holder logs on and marks them as stolen. They will then be flagged up on the national database as stolen when checked by retailers or police forces.

There will also be the chance to win a Saracen mountain bike, free T-Shirt printing with the police’s Streetwise team after school on December 9 and 16, and balloons to fingerprint and take home.

PCSO Warren Vincent-Rodgers from the Broadmead and Cabot Circus police team came up with the idea for the shop.

He said:

We tested the shop in The Mall last year with great success, speaking to more than 1,000 Bristol residents about all sorts of security and safety issues.

You can’t really have a more striking window display than a crime scene, and with so many TV programmes getting children and adults interested in this area of work, it’s a fantastic opportunity to see at first hand the techniques CSIs use to find clues and help solve cases.

Everyone is invited to note down their theory of what happened and will be entered into a prize draw.

It should make a welcome distraction from Christmas shopping.

Mobile phones, laptop computers, MP3 and MP4 players, and sat nav systems are the most commonly stolen items in Tayside. Unless they are registered, they are also least likely to be returned to their owners if found.

The ‘immobilise’ database is an on-line property search, used by the police service to search for any identifiable item of property. Once a phone or other piece of electrical equipment is registered, officers can use it to look up its IMEI number or unique registration number, view the registered owner’s details, find out if it has been reported stolen to the police anywhere in the UK, and in the case of a mobile phone, which network it is on. All this means that you improve your chances of getting your phone back if it is lost or stolen.

Divisional Crime Prevention Officer Colin Brough said,

These days mobile phones are used for more than just making phone calls. Many people have their whole lives on them – family pictures, important emails, personal and business contact details. We realise that if your phone is lost or stolen it can have a major impact on your life.

We want as many people as possible to get their phones and other property registered on the database this Christmas. It’s really simple, takes only a couple of minutes and better still it’s absolutely free. It means that if a mobile phone, laptop, sat nav or whatever is found, or if we stop someone with any of these items that we believe do not to belong to them, we can quickly check it on the database, and return it to the rightful owner.

We hope that by encouraging more and more people to register their property, the message that it’s just not worth it will get back to those who are thinking about stealing a phone, laptop, sat nav or MP3 player.

Cumbria’s force chiefs also revealed that they had recovered £1,700 of stolen property as part of investigations into a spate of burglaries in north Allerdale.

They have also issued a warning to householders, saying: “Don’t let thieves spoil your Christmas” and urged them to keep possessions “safe, hidden and locked”.

Police teams across the county are distributing a festive flyer, with tips on how to keep valuables, cars and houses safe at a time when burglaries traditionally increase.

PC Simon Evans, of north Cumbria’s community safety squad, said:

Crime-cutting efforts in the area will include the promotion of a website – www.immobilise.com – that allows people to register property for free, recording unique information that can be used by police to trace owners of stolen property.

He was brought into the police station by Acting Police Sergeant Sharon Wood and PC Steve Roberts from the Town Centre Safer Neighbourhood Team. They checked his mobile phone against the Immobilise database and it was identified as being stolen. He admitted he had stolen the phone from a pub in Thorne last year, which when they checked had been reported to the police at this time. He was charged with theft and drunk and disorderly behaviour.

Police officers in Doncaster have also been targeting shops across Doncaster including CEX, Cash Generator and small mobile phone shops to check for any stolen mobile phones. Officers use scanners to scan the barcode on the back of the phones, which retrieves data from the IMEI number, and states if the phone is lost, stolen or blocked.

Inspector Jakki Hardy added:

Registering goods also acts as a deterrent to opportunistic thieves as they are unable to sell stolen property as easily if it has been registered. We will continue to do these checks and identify any stolen property.

One of the key messages that comes across is the importance of marking your possessions and registering them on the Immobilise Property Register.

A cycle viewing and coding session was held at Cheltenham Police Station in Lansdown Road. The event was put on so people who have reported their bicycles stolen could see if they had been found by police.

Police community support officer Kim Graham, who organised the event, said:

We now have more than 1,100 people who have registered through us with the NMPR thanks to the local cycle shops and police operations.

The signing of the new code of practice by over 90% of the mobile phone recycling industry means that for the first time there are agreed guidelines for the checking of handsets offered for sale to the industry and this includes using the CheckMEND service to check the National Mobile Phone/Property Register.

Police Community Support Officers have knocked on 523 doors, personally spoken to 324 residents about their home security and provided them with a burglary prevention pack in the Hinckley Road area of the city. At homes where there was no response, a pack was posted through the letterbox.

The main aim of the initiative is to encourage residents to register their property on the UK National Property Register, Immobilise, which is supported by all UK police forces. Members of the public can log on to www.immobilise.com to register the serial numbers of expensive electronic items such as televisions, laptops, mobile phones and MP3 players. These details will assist the police in tracing property and returning it to its owner in the event it is stolen.

Chief Inspector Chris Baker said:

Immobilise is a national database that’s free to use and takes just minutes to register your property. It is used by all police forces to assist in identifying the rightful owners of recovered stolen property. Whilst insurance may cover the cost of a stolen laptop, it cannot replace lost family photos or important work stored on it.

Where possible officers have spent time with homeowners to personally explain how the Immobilise scheme works and to discuss ways in which their home security can be improved. They have even offered to register their property for them during the visit. This has been well received and has hopefully reassured residents in the area that we take burglary very seriously.

The packs we have handed out also contain labels for electronic items to indicate that the property is registered with Immobilise and window stickers to deter burglars. Registering on the Immobilise website is just one small way in which residents in Leicester can help us to reduce their risk of becoming a victim of burglary.

In some case, officers have also arranged for residents to have a personal visit from Leicestershire Constabulary’s Crime Reduction Officer or referred them to the Council for free security improvements to their home.

The Immobilise initiative, which will be rolled out to other areas of the city over the summer months, forms part of Operation Itchen – a city-wide campaign to reduce burglaries. As well as increased high visibility patrols and the targeting of known offenders, a number of other initiatives will run throughout the summer in conjunction with the Safer Leicester Partnership.

On the 14th May, a man was sentenced to 18 months in prison for handling stolen goods. Alexander Smith, aged 40, was sentenced at Bristol Crown Court after a two year investigation conducted by Avon and Somerset Police’s burglary team and crime reduction unit in Bristol.

Officers were able to prove that Smith had been knowingly buying stolen mobile phones by utilising an online system known as CheckMEND. This system allows members of the public to check if a mobile phone is stolen before buying it.

Police searched a shop in East Street, Bedminster and identified more than 20 phones that were stolen from victims in both burglaries and robberies, many of which had occurred in the South Bristol area. A stolen pedal cycle was also found at Smith’s home address.

During one of these incidents, a female victim positively identified her stolen phone in Smith’s shop. Smith then demanded £40 from the victim before he would return her phone.
PC Frank Simonds, from Bristol Crime Reduction Unit, said:

The use of CheckMEND technology now allows the police to prove if stolen phones are being bought and sold by second hand retailers.

We will be relentless in our pursuit of those dealing in stolen goods.

Many phones that were proven to be stolen had been registered by owners on the Immobilise database. Registering phones enables the police to return them to their rightful owners.

More than 450 homes were visited by the team who spoke to residents about what steps to take to take for a crime-free Christmas. People at home were reminded not to tempt thieves by keeping presents out of sight, making sure their house is secure and that empty houses looked occupied by leaving a television or radio on and using timer switches on lights.

The day of activity, on Wednesday 9 December, was undertaken in partnership with Devon and Somerset Fire and Rescue Service who spoke to residents about fire prevention this winter. Residents were asked to ensure smoke alarms were fitted and working, reminded not to overload power sockets and advised to check their Christmas tree lights before putting them up.

Where there was no answer at houses an advice leaflet was posted through its door.

The event was organised by Police Constable Sara Stephenson, the beat manager for Bruton. Speaking afterwards, Sara said:

Christmas is a special time for people to relax and enjoy spending time with family and friends. Becoming a victim of crime at Christmas can spoil the festive period so we have been out reminding people how to avoid being targeted this year. The message was well received by the residents we spoke to and I am confident most will act on the advice we gave.

• Lock up and set the alarm in the evening as well as when you go out
• Seem in when you’re out by setting a timer switch to turn the lights on at dusk

36 year old Hampsted resident Rocky Taylor was found riding a bike that had been stolen from outside Turnham Green Tube Station in November 2008.

When officers from Turnham Green Safer Neighbourhoods Team searched his flat, they found numerous cycles and parts.

Computer analysis linked Mr Taylor to numerous internet advertisements for second hand bikes. Some of these bikes turned out to be stolen from burglaries and from the street.

A lengthy investigation led to Mr Taylor being charged with several offences of being in possession of criminal property, to which he pleaded guilty at an earlier hearing.

Taylor was sentenced to a total of 6 months imprisonment, which was suspended for two years. As well as this, he was ordered to undertake 200 hours community work and pay £750 costs. Taylor was also prohibited from using, buying or selling cycles and cycle parts for a period of two years.

After sentencing, PS Ben Clark of Turnham Green Safer Neighbourhoods Team, told ChiswickW4.com,

What began as a simple bike theft in Chiswick led us across London and uncovered an Aladdin’s cave of bikes and bike parts.

We will continue to target cycle thieves in Chiswick, and we will endeavour to prosecute those who trade in stolen goods. It is worth noting that the cycles we were able to return to their rightful owners quickly were all registered on Immobilise.

Not In My Neighbourhood week is a national home office scheme, now in its third year, which encourages people to learn more about work being done to tackle crime and other problems in their area and is a great opportunity for local agencies, the Police and other partners to show-case the work they do to make communities safer and improve their quality of life.

A range of initiatives will happen over the course of the week such as operations to tackle anti social behaviour, dangerous driving, and drugs to more light-hearted events such as crime reduction bingo for elderly residents.

The scheme is being run by staff at Taunton and Wellington Police Stations between November 2009 and February 2010 in partnership with Ralph Coleman Cycles, Halfords, Bicycle Chain, Kings Cycles and Ian’s Cycle Centre.

During the campaign the police will work with cyclists and the public to help promote safe cycling with an aim to reduce the amount of serious road traffic collisions, which happen because cyclists are not properly lit and to reduce cycle thefts at a time when many people receive new bikes for Christmas.

Cyclists found without lights during the official hours of darkness, face being given a fixed penalty notice. However, if lights are then bought, the receipt and the notice can be taken to a police station to have the ticket written off.

Operation Glitter is a great opportunity to reinforce how important it is to have bicycle lights during the hours of darkness and wear the correct health safety clothing.

Leaving your home during hours of darkness, without putting a light on or drawing the curtains, is an open invitation to the opportunist criminal that there is no-one at home.

This simple message is one of the key themes of this year’s “Operation Twilight” campaign – which offers valuable advice on how to go about ensuring burglars are left in the dark during the winter months.

Dennis Donovan, Force Crime Prevention Officer from the Community Safety Branch said:

It sounds simple advice, but when it is dark outside people don’t always think to draw their curtains or leave a light on if they are going to be out.

To the opportunist burglar, it is almost an invite. A house that is in darkness is the easiest target as no-one is likely to be home. It doesn’t take long for a burglar to get inside and steal property, particularly things that are easy to sell such as televisions, videos, computers, jewellery and antiques.

Unfortunately, every year sees a spate of early evening burglaries associated with the clocks going back and Sussex Police will be distributing Operation Twilight flyers throughout the Force area.

Between January 1st and the end of July 2006 the number of burglaries in Sussex had reduced by 21%, meaning 1,388 fewer victims in real terms. This is the biggest year-on-year percentage reduction for more than a decade and Sussex Police want to ensure this success continues.

They stated that the initiative known as “Operation Storm” was launched earlier this year in response to a 10 per cent rise in burglaries across Greater Manchester. Since July Police have slashed the number of burglaries in the borough by 65, compared to the same period last year, and have pledged to carry on with help from the public.

Dedicated teams of officers will be sent out to arrest suspects, visit known offenders and reassure victims of burglary. Cambridge is one of the worst effected cities as accoring to road.cc there were 1,433 cycle thefts between January- July, prompting a police crackdown on the crime, but there is a massive increase in bikes being stolen during autumn as 30,000 university students arrive in the city.

In October 2006 and 2007, more than 300 bikes were stolen, and this compared to 140 in April 2006 and 170 during the same month in 2007 and 2008. The figure fell to around 225 last year, but due to the increase in bike thefts in other months this year police are expecting a record number this month.

Cambridge City Councillor Lewis Herbert has called for more secure areas for cyclists to leave bikes and told Cambridge News:

I hope the publicity campaign helps but I am still worried and very concerned at risk of a major outbreak of thefts in the autumn and the high theft figures through 2009.

There is organised theft across the city of bikes not locked to fixtures and the problem of new bikes and new students in the autumn. Cycle theft is probably the biggest readily reducible set of crimes in the city and as Cambridgeshire Chief Constable Julie Spence and others like me have said, it needs a far tougher set of initiatives to crack it.

Sgt Gordon Morgenthaler of Cambridgeshire Police has teamed up with Cambridge City Council and the Cambridge Cycling Campaign as well as cycle shops in the city to raise awareness about the crime, and he is asking people to register their bikes on immobilise.com.

The handheld device scans the IMEI barcode inside the back of a mobile phone and checks it against the national property register to see if it is registered as stolen.

It can also be used to check mobile phones, laptops, MP3 players and bikes, and for phones where the barcode is not easily accessable officers can simply key in the IMEI number (accessable on all phones by keying *#06#) directly into the device.

Borough commander Chief Superintendent Charles Griggs said:

The operation is one of many throughout the year where we focus on the safety of the travelling public and tackling crime and disorder on public transport.

What is different is the use of Apollo. As a portable handheld solution Apollo offers my officers remote access to the national mobile phone register whether out in the field or in the custody suite and gives us the opportunity to quickly identify stolen property.

PC Carr from Highgate Safer Neighbourhoods Team with Ralph Crisp

London’s Metropolitan Police has reported that officers from its Safer Neighbourhoods Teams have been helping people to register their bicycles on immobilise.com in an effort to combat a spate of bike thefts in which eighteen bicycles worth an estimated total of almost £13,000 were reported stolen in Highgate alone.

Officers are also carrying out covert and overt patrols and ‘decoy bikes’, to see if they can catch criminals red handed. Officers have made several arrests on suspicion of handling stolen goods as a result of proactive police work.

Sergeant Leon Christodoulou, Highgate Safer Neighbourhoods team said:

We’ve been going door to door to offer crime prevention advice on car and bike security and register people’s property on immobilise. We are happy for anyone in the area that owns a bike to contact us on 020 8721 2673 and we will arrange to register the bike on immobilise.com for them at no cost.

Police urge cyclists to follow some simple guidance around securing their bicycles, to help prevent theft:

• Record and register your bike: – register your bicycle model, make and frame number free on the immobilise.com property register.
• Take a clear colour photograph of your bike and make a written record of its description, including any unique features.
• Invest in quality locks and use them. Look for the ‘secured by design’ quality mark. As a general guide look to spend about a tenth of the value of your bike on locks to secure it. (ie: secure a £1000 bike with £100 worth of locks).
• Secure removable parts. Lock both wheels and the frame together. Take smaller parts and accessories with you, for example, lights, pumps and quick-release saddles.
• Secure your bike to an immovable object. Consider installing a floor or wall mounted anchor lock for extra security at home. Remember that thieves can remove drainpipes and lift bikes off signposts.
• Always lock your bicycle, even if you are just leaving it for a couple of minutes. 
• Secure your bike in well-lit, busy areas where any potential thief would be easily seen.
• Park your bike safely and considerately, where it will not cause a danger or obstruction to others – particularly the elderly or the very young, or people with a disability.

The suspect was seen in a shirt and tie, putting on a helmet and trouser-ties, tampering with a lock on a Mountain bike, which he then calmly placed into his rucksack, before attempting to ride off.

Detective Chief Inspector Richard Kelvey is heading up a special task team focussed on catching criminals who are stealing bikes in the city.  DCI Kelvey wants to dispel the myth that bike thefts are only carried out by opportunist thieves and wants everyone to be more cycle security savvy.

DCI Kelvey said:

With Bristol being named the country’s first Cycle City there is a big drive to double the number of people using bicycles. 

We don’t want this to mean more opportunity for thieves or more victims of crime.

There are plenty of opportunist thieves who will take a bike if it is not secured properly, or those who take bikes from homes during burglaries, but there are also more organised and sophisticated bike thieves now operating.

The man who was arrested by our officers had travelled all the way from London with the intention of returning with a stolen bike.

He was dressed like an office worker so to passers-by, who were not observing closely, it may have just looked like a commuter picking up his bike.

DCI Kelvey went on to add that the Police needed the public support through increased vigilance, and to be proactive in the registration of their bikes and property on the national property database, Immobilise.

DCI Kelvey said:

It is the only property database that will automatically throw up results when we do checks on property through our standard system.

You would be surprised at how many stolen bikes we recover that end up having to be auctioned because there is no way of identifying an owner.

The Marin Mount Vision 5.8 2009 model bike was stolen, along with a Hard Tail mountain bike, from a home in Hester’s Way Lane in Cheltenham between 10pm on Wednesday August 5 and 5.45am on Thursday August 6.

Annoyed by the theft of their bikes one of the owners began searching online auction sites and immediately recognised one of stolen bikes as theirs. The police were alerted and acted straight away carrying out a warrant at an address in Springbank Grove, the marin bike, which is valued at approximately £2850, was recovered and a 29-year-old man arrested.

The man was later charged with theft of a pedal cycle and bailed to appear at Cheltenham Magistrates Court on September 18. The second bike has not yet been recovered and officers continue to work to try and locate it so that it can also be returned to its owner.

Avon and Somerset Police has launched a campaign urging people to report mobile phone thefts and add their phones to the immobilise national property register.

The campaign has been launched following the seizure of nearly 2,000 mobile phones as part of a police investigation in Bristol.

However, officers can only establish that 50 of these phones have been stolen as only a small proportion of the phones can be linked to theft-related offences reported to police.

Police raided a property, in the St Pauls area of the city, on 21 July and found a range of items, including laptops, cameras and 1,800 mobile phone handsets.

District crime support officer Mike Willis said:

We have managed to identify 50 as stolen, 58 have been blocked by the phone’s provider, while another 51 have been registered to a named user and we are currently contacting the owners of these.

However, all the others are unaccounted for. It may be that a number of these have been stolen but if they haven’t been registered by the user or the theft hasn’t been reported to the police then it is much more difficult for us to establish this.

Of the phones for which we do have details, one handset was stolen from a lady in Weston. It was not insured and she was tied in to a three year contract paying £30 per month. She would have had to carry on paying this for another two and a half years.

The Weston mobile phone was worth around £300 and another handset worth £350, stolen in Stevenage just weeks after it was purchased, was also found in the haul.

Police are urging people not only to report any phone thefts but also to supply the IMEI (International Mobile Equipment Identity) number when reporting it to make it easier to identify. They are also encouraging people to register their phones on the Immobilise website, which is used by all police forces to check the property they recover.

Mike said:

Mobile phone theft accounts for around six per cent of total crime in the area. Most thefts are from walk-in home thefts, pick pocketing or walk-in thefts to shops or other public locations.

We are keen to crack down on this kind of crime and would encourage everyone to make sure they have recorded the details of their phones so that it is easier for us to trace the owner of a phone and return it to them if it is stolen.”

All of the homes that were targeted by the thieves in the Stowmarket and Stowupland area had left a window or a door open or unlocked resulting in items including mobile phones, digital cameras, mp3 players, laptops, wallets and games consoles have been stolen, worth a combined total of over £4,000.

Detective Sergeant Ann Naylor, of Suffolk police, said:

It may be tempting to leave windows and doors open whether overnight or during the day in the summer – but this is an invitation to enter your property for a burglar, who will take advantage of the easy access.

Whether you are inside or outside in the garden, keep doors and windows secure so only you can get in and out.

Most of the items taken are small and easily portable – however they are traceable if you take the right steps to safeguard your property. Security mark items and take photos of any valuables, these pictures could help trace them in the event that they are stolen.

You can also register with the free national property database Immobilise at www.immobilise.com. This national system is used by most police forces, including Suffolk – all you need to do is enter the serial number of your phone, computer, MP3 player, bike or anything else with such a code, and update the system if it is lost or stolen.

Officers carried out 110 raids, in search of stolen property and other evidence linking the occupants to criminal activity.

Operation Storm, which is aimed at targeting burglars by Greater Manchester Police resulted in 140 arrests being made between 20-24 July.

A team of highly qualified and experienced senior police officers and staff hand-picked to manage Operation Storm will continue to tackle burglary into the New Year.

Though the new high-impact initiative is intelligence and enforcement led police have also stepped up awareness raising activity aimed at making residents aware of how they can significantly decrease their chances of falling victim to this distressing crime.

Over the weekend officers were based at the entrances of almost 90 major supermarkets in the region during all opening hours.

They gave shoppers information on how they can provide police with the vital information they need to bring criminals to justice.

Officers also visited hundreds of homes as part of the week of action to give crime reduction advice and literature to householders and encourage them to register their valuables on the free, easy to use Immobilise.com property database.

Detective Chief Superintendent Russ Jackson who heads up the Operation Storm initiative said:

The results of this week of action shows that Greater Manchester Police is taking the fight against burglary to the offender.

Overall crime rates at the festival have fallen significantly in comparison to 2008 when mobile phone crime and thefts from tents rose dramatically.

In total 445 crimes (including drug offences) have been recorded by police at this time compared to 483 at the same time the previous year.

174 of those incidents were drug related in comparison to 166 last year. Theft from tents is this year down by nearly 30 per cent from 244 to 179 reported instances at the same time in 2008.

Specific Challenges for the force this year included reducing the number of thefts from tents and reducing mobile phone crime as well as for the first time working in conjunction with Glastonbury Festival Security to patrol campsites.

Chief Superintendent Kay Wozniak said:

The figures for Glastonbury 2009 highlight that the policing operation has been a tremendous success.

A great deal of planning goes into the Festival to make sure that it is a safe place to be for all festival goers. We always work closely with our partner agents to improve the operation year on year.

Last year’s figures demonstrated that thefts from tents and mobile phone crime were the two issues that affected festival goers the most. This year the figure has been reduced significantly in both instances. Giving out crime prevention advice and using initiatives, such as the Immobilise scheme, has played a significant part in bringing these numbers down.

Not only has the police operation been a success, all our officers have been well received on site. Hundreds of festival goers have commented on how professional and friendly our teams have been over the weekend. They are all a credit to the Force.

With the gates to Glastonbury Festival opening in just a matter of days around 177,000 people will be travelling to Pilton, many of them with mobile phones, digital cameras, iPods and cash in their pockets.

And while the majority of these people will have little more to worry about than what band to watch previous year’s experience suggests that a small number may become victims of crime.

While crime remains low at Glastonbury Festival, there was a rise in thefts from tents last year – particularly in the first two days of the event – and mobile phones proved to be a particular target.

As a result police are this year urging Glastonbury-goers to register their mobile phones and other essential valuables on the Immobilise Database, before heading to the event, so if they are lost or stolen they can more easily be returned to their owners.

The best advice for not getting your stuff stolen while you are at the festival is not to take it with you – but if you do have to take it – make sure its stored securely and wherever possible make use of the festival’s free property lock-ups available throughout the site.

Police will be at the festival, both in uniform and undercover, on horseback, cycles, and on foot to deter any potential criminals but there are also lots of simple things which you can do to keep yourself as safe as possible and reduce the chances of becoming a victim of crime.

Crime at Glastonbury Festival is low and the crimes that do happen can be easily prevented. However if they do need to take the items with them make sure they are registered on the Immobilise Database and are stored securely by making use of the free property lock-ups.

I would also urge people not to leave anything valuable unattended in their tents and I’d recommend marking their property, which can both deter thieves and help to show who the rightful owner is.

The force has teamed up with Cambridge City Council, Cambridgeshire County Council, Cycling City, Cambridge Cycling Campaign and the city’s CCTV operators to target cycle thieves and encourage cyclists to do more to protect their bikes.

The crime reduction partnership is pooling its resources to spread two simple messages:

1. Lock your bike up properly, to a fixed object, using a good-quality lock
2. Register your bike for free at immobilise.com the National Property Register

Sgt Gordon Morgenthaler said:

We are working together to publicise the ‘Lock it or Lose it’ message. Prevention is the ultimate aim, but we also want people to register their bikes on immobilise.com

It is a free national property register that means if your bike is recovered anywhere in the country we can get it back to you. It’s free and easy to use.

Starting with National Bike Week, which runs from June 13 to 21, there will be various events all over the country and Cambridge Police will be at locations around the city registering cycles and giving advice to the public.

Liz Bisset, director of community services at Cambridge City Council, said:

We need the public’s help to reduce bike crime.

Locking your bike securely is such a simple thing to do and hugely reduces the likelihood of a bike being stolen.

We want to get that message out loud and clear to all cyclists in the city.

Although summer is traditionally a period which sees a rise in bike thefts, officers across Norwich have said the numbers are a sharp increase and want to warn cyclist to take more care.

Increased patrols have been carried out and nine people have been arrested so far, but officers are warning other bike owners to increase their cycle security.

Inspector Marie James, from the Mile Cross Safer Neighbourhood Team, said although some of the thefts are opportunist, there have been reports of people breaking into sheds and garages to steal the bikes.

She said:

It is a seasonal problem and now the nicer weather is here people are using bikes more.

People need to ensure their sheds are locked and secured as people have been going into sheds looking for bikes – there has been an emerging trend.

Many Safer Neighbourhood Teams are offering cyclists the chance to security mark bikes, and officers advise buying a good quality lock, using a lock to secure the bike-stand, wheel rim and frame together and suggest never leaving the vehicles unattended.

Police teams are also encouraging owners of precious or expensive items to register them on the Immobilise website.

Laura Jones of the Formby Times noted that since May 1 the operation has led to 44 arrests, 11 of those for robbery resulting in five people charged and six bailed.

Police officers have made 462 stop searches and 91 stop checks, while also checking up on 568 “vulnerable premises”.

During the operation 74 mobile phones have been checked against the Immobilise National Property Register which can help reunite victims of robbery with their phones.

The operation has already seen a decrease in crime in the targeted areas.

Along with more patrols and increased intelligence gathering the Police have been working with Secondary School pupils.

Chief Inspector Stuart Ellison said:

With the summer holidays coming arriving soon I want to give out a very strong but clear message, that the Police are cracking down on crime and disorder throughout Sefton and if you or have the intention of committing crime you be caught, arrested and prosecuted.

Residents have been advised that a few simple steps can help keep their belongings safe from the thieves;

Crime Reduction Advisor, Jackie Bell said:

In many of these cases a satellite navigation system has been taken. Thieves are breaking into the cars to search the glove box and see whether any items of value have been left.

Leaving sat nav cradles and sucker marks on display is the biggest giveaway that there is something of value in the vehicle.

Our advice is simple, by removing any trace of the sat nav system such as the cradle and sucker marks from the window and by removing valuables or personal items from the vehicle you are less likely to become a victim of vehicle crime.

Drivers should also park their vehicle in a locked garage where possible or leave it in a well-lit area as close to their home as possible. Using a steering lock and securing alloy wheels with locking nuts are also good deterrents.

Other crime prevention tips include marking valuables with your postcode and vehicle registration number, and writing down the make, model and serial number of any items likely to tempt thieves. Drivers are also encouraged to register their valuable items on the Immobilise website (www.immobilise.com).

There was a 64 per cent increase in cycle thefts in March compared to the same month last year.

Some 264 bikes were stolen in Cambridge and surrounding villages, up from 161 in March last year.

That has prompted Cambridge Regional College (CRC) to take action against the thieves.

The move follows a report in the News about police reviving a crackdown on cycle crime.

Russ McPherson, CRC’s security student liaison manager, said:

We are fully committed to combating cycle crime and as such have only this week, as part of the new summer term, reminded students and staff that they can have their cycle coded by the security team at the college with a unique number provided in partnership with Cambridgeshire police and the Immobilise scheme.

We have tagged around 150 cycles in the last term and have helped owners register them on the http://www.immobilise.com website.

The scheme has helped to tackle the scourge of cycle theft.

Mr McPherson said:

Since the introduction of the tagging scheme last September we have had only three reports of stolen cycles from the King’s Hedges site, which helps to prove that tagging cycles is, while not foolproof, a very good deterrent to cycle theft and greatly aids recovery and return to the rightful owners.

Officers look to see if any valuables have been left in the vehicle – such as satellite navigation systems and mobile phones – and then alert the owners.

Eagle-eyed police community support officers have been peeping in vehicles in St Neots and Eynesbury – cutting the number of thefts by more than a half.

Sector Inspector for St Neots, Mark Greenhalgh, told the Hunts Post, the Vehicle Alert Scheme has been extremely successful.

He said there were 15 vehicle-related crimes in the St Neots area in March 2008 compared to seven in March this year.

Vehicle crime in the town is down 25 per cent compared to last year. I put this decrease down to the vehicle alert scheme, which is about educating vehicle owners on how to avoid being a victim of crime.

The scheme is about warning motorists that this time they were lucky because it was us who saw these items on show. But next time it could be someone else. Thieves are opportunists and it’s about not giving them the opportunity.

The vehicle owners are sent a letter reminding them to remove all property and register any valuables at http://www.immobilise.com/ to help police identify it.

Inspector Greenhalgh added:

Police are doing everything they can to prevent theft from vehicles but motorists must play their part by removing tempting items from display.

As the warm weather and longer evenings arrive, more people will be spending time outside or going away for an Easter holiday. This can leave houses easy targets for opportunist burglars who will seize their chance if they spot a window left open, an empty home or a hedge which allows them to work hidden from view.

Avon and Somerset suggest that there are some simple steps you can take to protect your house and garden while at home and on holiday.

The focus of the preventative measures is on securing garden boundaries and entry points to houses, and ensuring houses look lived in while you are away. If you are going away on holiday try to make sure your house still looks lived in. Cancel milk and newspaper deliveries, make sure there are no valuables on view and invest in some timers which turn on lights when it is dark. While at home remember to make sure garden boundaries are secure with high fences, locked garden gates and security lighting which comes on when people are around.

Speaking about these tips, Detective Chief Inspector Martyn Triggol said:

The steps you can take to protect your home are not expensive or time-consuming. They are easy to implement and effective in reducing the risk of becoming a victim of burglary. Look at your home from the street and think about how a burglar may break in – and then take the necessary steps to deny them this opportunity. Thieves will use whatever they can find to help them including ladders, tools which are left lying around and wheelie bins, which can be easily moved and can be used to reach higher windows. The Avon and Somerset Constabulary website has tips on securing your home and I would recommend that people take a look.

The effort invested now may save a great deal of inconvenience later on if you are unfortunate enough to become a burglary victim. Many stolen items will be irreplaceable, such as photographs stored on stolen cameras and phone numbers stored on stolen phones. Victims may also have to spend time cancelling stolen bank cards, passports and driving licences, replacing door locks and filling out insurance claim forms.

The scheme will see the Police National Computer (PNC) linked to the National Mobile Phone Register (NMPR) enabling frontline officers to quickly and easily check if a phone has been registered as stolen from its rightful owner.

Home Office Minister, Alan Campbell said:
By working closely with the mobile phone industry we have already put in place measures to make it harder for thieves to profit from mobile phone theft – around 90% of handsets reported stolen are now blocked within 24 hours of reporting reducing their value and the incentive for thieves.

Linking the National Mobile Phone Register to the Police National Computer will also provide enormous benefits to the fight against mobile phone crime. Currently an average of 25% of searches result in the police obtaining vital information that could result in property being retrieved and cases being solved. I believe that putting this invaluable tool at frontline officer’s fingertips will see that number rise further.

The NMPR (National Mobile Property Register) is the national police database of registered property ownership and stolen property records. It is linked to voluntary databases – such as Immobilise.com, where people can enter their phone’s details. So if the phone is lost or stolen police can identify it and return it to the rightful owner.

The 55-year-old officer has even personally returned bikes before they have been reported stolen, after tracking down their owners through manufacturers and retailers.

Pc Le Cheminant, who has served for 29 years, said:

It is very satisfying returning them to their owners, they can’t thank you enough.

Some will not even report them stolen because they don’t think they have a chance of seeing them again.

But police do take bike theft seriously. A lot of burglars and other criminals, especially the younger generation, use them as a way to get around.

Sometimes searches of the offenders’ properties lead to more stolen goods, drugs and weapons.

We can trace the bike owners through crime reports on the police computers, although some make it difficult by just describing say an expensive bike as ‘a blue one’.

Around 430,000 bikes are stolen in Britain each year, usually sold for anything from £10 to more than £300. Cyclists can combat bike theft by recording the serial number, taking pictures, locking them with robust device such as a D-shaped shackle, and registering them and other valuables on immobilise.com.

Of the 55 bikes seized recently in Wythenshawe, Pc Le Cheminant has managed to return 45 to their owners.

Sergeant Jane Butler said:

As the arrests of Pc Le Cheminant demonstrate, we have already had a huge success in retrieving stolen cycles and we hope to build on this.

Residents can assist the police by making sure they secure their bikes when they are leaving them, even for just a short time.

If a thief spots a chance to steal something and get away they will.

In conjunction with the Safer Middlesbrough Partnership and Radio Tactics, police in Middlesbrough have bought two mobile phone scanners.

The handheld devices can pass over the barcode in the back of a registered handset and identify it there and then as lost or stolen.

Police urge mobile phone owners to register their handset on http://www.immobilise.com/which can store unique details of mobile phones, such as their IMEI and serial numbers.

The new scanners, which will link in with Immobilise, were piloted in Middlesbrough last summer with encouraging results. Thirty-seven mobiles were scanned and found to be stolen.

The property office and Middlesbrough CID will each have a scanner so that any mobiles recovered in hauls of suspected stolen goods or booked into found property can be checked – and immediately blocked if necessary while police trace the original owner.

Detective Chief Inspector Shane Sellers, Middlesbrough police crime manager, said:

The new scanners should help progress the positive work we have carried out so far. Officers have already visited and will continue to visit local stores and dealers to encourage them to promote the registration scheme at the point of sale.

Det Chief Insp Sellers said that together with the Safer Middlesbrough Partnership the police intended visiting schools to promote the initiative to younger phone owners who are often affected by theft.

He added:

Once again, I’d urge mobile phone owners to take just a few minutes to register their phones on the immobilise website – it’s easy, quick and free.

Approximately 50 search warrants have been executed and £100,000 worth of property seized.

Recovered items include over 60 mobile phones, games consoles, laptops and computer games and jewellery such as watches and necklaces.

Detective Inspector Tim Evans, Croydon Police’s Priority Crime Unit, said:

We want to remind members of the public of the need to ensure that their homes are secure. Front doors, windows and conservatories should be securely locked and have sturdy frames.

He added:

We recommend that members of the public property mark their possessions and register them on immobilise.com. Registering items and uploading photos on the immobilise website increases the chances of being reunited with them should they be lost or stolen and come to the notice of the police.

Cyclists should help to combat crime by marking their bikes and recording the details.

The crimefighting call comes from PC Ian Castle, of Basingstoke police, who says many cyclists will need reminding after getting new bikes for Christmas.

He also stresses that if a bike is stolen, the owner should always inform the police because officers recover many which are never reunited with their owners.

The Winklebury beat officer said:

Lots of bikes that have been lost or stolen are found and recovered by police, but people don’t always report them stolen because they don’t think we will ever find them.

A lot of people don’t make a note of their serial number either, which makes it hard to identify the bike from others.

The serial number is usually found beneath the bottom bracket. Anyone unable to find it, should get the shop to record it on the invoice.

PC Castle said:

With the serial number, it is easier to catch the offenders and return the property and we do stop a lot of people on bikes. But unless we can identify a stolen bike, we can’t challenge someone.
