Police in Avon and Somerset yesterday (Thursday December 17) held their latest “Relentless” day, focussing on the prevention of theft and burglary.

There have been 26 Operation Relentless “days of action” since its launch in June 2005, which has resulted in more than 2150 arrests.

“Operation Relentless on Property” has targeted thieves and those who handle stolen goods in addition to highlighting crime prevention initiatives to the public to foil burglars and other criminals.

As part of the day of action, police and partner agencies engaged in a range of activities across Somerset. A warrant was carried out in the Taunton area leading to the arrest of a man for handling stolen goods. Vulnerable Vehicle Checks were carried out across the area, inspecting vehicles and identifying those with items of value left on display. The owners of the cars have been sent a letter reminding them to keep items such as phones, MP3s and Satellite Navigation Systems out of sight.

Officers also visited several second hand goods retailers with Trading Standards to ensure that they were complying with regulations and not trading in stolen items. Six arrests were made during the course of the morning. Five men were arrested for theft and another man was arrested for handling stolen goods. Four have been given bail pending further enquiries.

Officers from the district’s CID department also managed to reunite 250 items of detained property with their rightful owners this week.

Detective Inspector Alan West said:

When police receive items of property that have been recovered from thefts and burglaries, officers try to trace the owners of the items to return their possessions to them. If electrical items are registered on Immobilise and other items such as jewellery or antiques are property marked with the owners address or postcode, this process can be straightforward.

However, unmarked or unregistered items can languish in the Detained Property Department unclaimed for long periods and some items can never be linked to an owner. I would really encourage the public to either register their items on Immobilise or mark them with a UV pen or other property marking device so we can return them to you if the worst were to happen. Marking your items can also sometimes act as a deterrent to would be criminals.

Neighbourhood officers and PCSOs were also in Taunton town centre this morning registering people’s property, such as mobile phones, cameras and mp3 players, on the Immobilise website and carrying out bike and property marking. The Deputy Chief Constable, Rob Beckley, joined them in giving festive advice on how to beat the burglars and assisted with a bicycle property marking session. The team will be in the town centre again on January 13 and 21 offering these services for those who had new bikes or electronic equipment for Christmas.

In Bridgwater, officers held a property marking session at Bridgwater College for the students to register mobile phones and laptops on the Immobilise website and officers from Burnham-on-Sea visited King Alfred School in Highbridge and Kings of Wessex School in Cheddar to take property marking kits to mark and record mobile phones and MP3 players. Other property marking sessions also took place in Wellington Square in Minehead and the Town Hall in Dulverton.

DCC Beckley said:

We really want people to have a wonderful Christmas and New Year but we ask them to take some sensible measures to ensure that their festive period isn’t marred by becoming a victim of opportunistic thieves. One-in-four burglaries occur after the householder failed to secure their home and the burglar entered the property via an open door or window!

I encourage people to think about how their house looks when they go out – don’t make it obvious that there is nobody home, leave a light on and the radio playing and most importantly – make sure you lock all doors and windows, even if you are only popping out for a short period of time.

Inspector Nick Greenhalgh from the Community Safety team at Taunton Police Station said people can help protect themselves from opportunistic thieves by employing these simple measures:

Ensure windows and doors are shut and locked when you are out

Lock sheds and garages

Don’t leave car keys left in an outside porch or within reach of letter boxes

Shoppers are advised not to leave presents in view on car seats. They should be taken home immediately and not left in the vehicle.

Christmas presents – wrapped or unwrapped – should not be left in view in the home.

Don’t leave boxes from new TVs or laptops on display outside your home, take them to the tip.

Register your property on www.immobilise.com

Mark your property – kits are available from your local police teams.

The Wincanton neighbourhood policing team has been out delivering festive message to its residents

More than 450 homes were visited by the team who spoke to residents about what steps to take to take for a crime-free Christmas. People at home were reminded not to tempt thieves by keeping presents out of sight, making sure their house is secure and that empty houses looked occupied by leaving a television or radio on and using timer switches on lights.

The day of activity, on Wednesday 9 December, was undertaken in partnership with Devon and Somerset Fire and Rescue Service who spoke to residents about fire prevention this winter. Residents were asked to ensure smoke alarms were fitted and working, reminded not to overload power sockets and advised to check their Christmas tree lights before putting them up.

Where there was no answer at houses an advice leaflet was posted through its door.

The event was organised by Police Constable Sara Stephenson, the beat manager for Bruton. Speaking afterwards, Sara said:

Christmas is a special time for people to relax and enjoy spending time with family and friends. Becoming a victim of crime at Christmas can spoil the festive period so we have been out reminding people how to avoid being targeted this year. The message was well received by the residents we spoke to and I am confident most will act on the advice we gave.

Top tips for staying safe:

Lock up and set the alarm in the evening as well as when you go out

Seem in when you’re out by setting a timer switch to turn the lights on at dusk

Post code your valuables and register them for free at www.immobilise.com – it could help convict a burglar and return your property

Keep your keys and handbag or wallet hidden safely out of sight

Don’t advertise your property to thieves: hide Christmas presents and don’t put boxes out for rubbish collection, bag them first

Join or set up Neighbourhood Watch

Call police immediately if you see anything you think is suspicious

Make sure ladders and tools are secured otherwise a thief could use them to break into your home.

With autumn now upon us and the nights drawing in, Sussex Police are encouraging residents to leave a light on this winter.

Leaving your home during hours of darkness, without putting a light on or drawing the curtains, is an open invitation to the opportunist criminal that there is no-one at home.

This simple message is one of the key themes of this year’s “Operation Twilight” campaign – which offers valuable advice on how to go about ensuring burglars are left in the dark during the winter months.

Dennis Donovan, Force Crime Prevention Officer from the Community Safety Branch said:

It sounds simple advice, but when it is dark outside people don’t always think to draw their curtains or leave a light on if they are going to be out.

To the opportunist burglar, it is almost an invite. A house that is in darkness is the easiest target as no-one is likely to be home. It doesn’t take long for a burglar to get inside and steal property, particularly things that are easy to sell such as televisions, videos, computers, jewellery and antiques.

Unfortunately, every year sees a spate of early evening burglaries associated with the clocks going back and Sussex Police will be distributing Operation Twilight flyers throughout the Force area.

Between January 1st and the end of July 2006 the number of burglaries in Sussex had reduced by 21%, meaning 1,388 fewer victims in real terms. This is the biggest year-on-year percentage reduction for more than a decade and Sussex Police want to ensure this success continues.

In addition to regististering property on the Immobilise Property Register, the Sussex Police website also provides a good checklist of actions to consider to make your home more secure this winter. To view them please go to the Sussex Police website where the source news story can be read in full:

The News Shopper in Bromley has reported that thieves are facing instant detection on the streets after the borough’s police became the first in London to purchase portable scanners.

The handheld device scans the IMEI barcode inside the back of a mobile phone and checks it against the national property register to see if it is registered as stolen.

It can also be used to check mobile phones, laptops, MP3 players and bikes, and for phones where the barcode is not easily accessable officers can simply key in the IMEI number (accessable on all phones by keying *#06#) directly into the device.

Borough commander Chief Superintendent Charles Griggs said:

The operation is one of many throughout the year where we focus on the safety of the travelling public and tackling crime and disorder on public transport.

What is different is the use of Apollo. As a portable handheld solution Apollo offers my officers remote access to the national mobile phone register whether out in the field or in the custody suite and gives us the opportunity to quickly identify stolen property.

Bromley police is encouraging everyone to register with the secure national property register at immobilise.com.

This will help the police to identify items and return them to their owners if they get lost or stolen.

Anyone with information about robbery in Bromley should call the police on 01689 891212 or Crimestoppers anonymously on 0800 555111.

Police officers in Cheltenham, Gloucestershire have recovered a high value bicycle and returned it to its rightful owner after it was listed for sale on the online auction site Ebay.

The Marin Mount Vision 5.8 2009 model bike was stolen, along with a Hard Tail mountain bike, from a home in Hester’s Way Lane in Cheltenham between 10pm on Wednesday August 5 and 5.45am on Thursday August 6.

Annoyed by the theft of their bikes one of the owners began searching online auction sites and immediately recognised one of stolen bikes as theirs. The police were alerted and acted straight away carrying out a warrant at an address in Springbank Grove, the marin bike, which is valued at approximately £2850, was recovered and a 29-year-old man arrested.

The man was later charged with theft of a pedal cycle and bailed to appear at Cheltenham Magistrates Court on September 18. The second bike has not yet been recovered and officers continue to work to try and locate it so that it can also be returned to its owner.

Officers are encouraging cyclists to register their bikes on www.immobilise.com, a website that allows you to create a free, private and secure portfolio of all of your personal property and adds the items to the National Mobile Property Register. If the bike, or registered item, is then lost or stolen the website can be used to tell the Police, your insurer and the second-hand trade to assist in recovering your property and catch the thief.

If you are about to purchase a second-hand bike and are unsure of the bikes history we recommend you consider checking the bikes serial number against Immobilise’s sister service CheckMEND – The Second-hand Database of Lost, Stolen and Counterfeit Goods.

Anyone who thinks they may have seen the outstanding bike is asked to contact Gloucestershire Constabulary on 0845 090 1234 quoting incident number 94 of August 6. Alternatively you can call Crimestoppers anonymously on 0800 555 111.

Officers carried out 110 raids, in search of stolen property and other evidence linking the occupants to criminal activity.

Operation Storm, which is aimed at targeting burglars by Greater Manchester Police resulted in 140 arrests being made between 20-24 July.

A team of highly qualified and experienced senior police officers and staff hand-picked to manage Operation Storm will continue to tackle burglary into the New Year.

Though the new high-impact initiative is intelligence and enforcement led police have also stepped up awareness raising activity aimed at making residents aware of how they can significantly decrease their chances of falling victim to this distressing crime.

Over the weekend officers were based at the entrances of almost 90 major supermarkets in the region during all opening hours.

They gave shoppers information on how they can provide police with the vital information they need to bring criminals to justice.

Officers also visited hundreds of homes as part of the week of action to give crime reduction advice and literature to householders and encourage them to register their valuables on the free, easy to use Immobilise.com property database.

Detective Chief Superintendent Russ Jackson who heads up the Operation Storm initiative said:

The results of this week of action shows that Greater Manchester Police is taking the fight against burglary to the offender.

Residents can be assured that this is only the first of a whole range of enforcement activities that will be brought to bear on burglars in the coming months. Offenders will be left with no place to shelter from the wrath of this Storm.

People can help us bang up burglars by providing information on crime and criminal activity either to us directly on 0161 872 5050 or anonymously through Crimestoppers on 0800 555 111.

‘Register your phone with Immobilise’ is the message from police to revellers headed to Glastonbury Festival next week.

With the gates to Glastonbury Festival opening in just a matter of days around 177,000 people will be travelling to Pilton, many of them with mobile phones, digital cameras, iPods and cash in their pockets.

And while the majority of these people will have little more to worry about than what band to watch previous year’s experience suggests that a small number may become victims of crime.

While crime remains low at Glastonbury Festival, there was a rise in thefts from tents last year – particularly in the first two days of the event – and mobile phones proved to be a particular target.

As a result police are this year urging Glastonbury-goers to register their mobile phones and other essential valuables on the Immobilise Database, before heading to the event, so if they are lost or stolen they can more easily be returned to their owners.

The best advice for not getting your stuff stolen while you are at the festival is not to take it with you – but if you do have to take it – make sure its stored securely and wherever possible make use of the festival’s free property lock-ups available throughout the site.

Police will be at the festival, both in uniform and undercover, on horseback, cycles, and on foot to deter any potential criminals but there are also lots of simple things which you can do to keep yourself as safe as possible and reduce the chances of becoming a victim of crime.

Sergeant Kerry Williams said:

Crime at Glastonbury Festival is low and the crimes that do happen can be easily prevented. We’re urging people to plan carefully ahead of this year’s festival and leave any unnecessary valuables at home. However if they do need to take the items with them make sure they are registered on the Immobilise Database and are stored securely by making use of the free property lock-ups.

I would also urge people not to leave anything valuable unattended in their tents and I’d recommend marking their property, which can both deter thieves and help to show who the rightful owner is.

Cambridge News Online has reported that there has been a massive increase in cycle theft since last year. The increase has prompted police to launch a new ‘Lock it or Lose it’ campaign.

The force has teamed up with Cambridge City Council, Cambridgeshire County Council, Cycling City, Cambridge Cycling Campaign and the city’s CCTV operators to target cycle thieves and encourage cyclists to do more to protect their bikes.

The crime reduction partnership is pooling its resources to spread two simple messages:

Lock your bike up properly, to a fixed object, using a good-quality lock

Register your bike for free at immobilise.com the National Property Register

Sgt Gordon Morgenthaler said:

We are working together to publicise the ‘Lock it or Lose it’ message. Prevention is the ultimate aim, but we also want people to register their bikes on immobilise.com

It is a free national property register that means if your bike is recovered anywhere in the country we can get it back to you. It’s free and easy to use.

Starting with National Bike Week, which runs from June 13 to 21, there will be various events all over the country and Cambridge Police will be at locations around the city registering cycles and giving advice to the public.

Liz Bisset, director of community services at Cambridge City Council, said:

We need the public’s help to reduce bike crime.

Locking your bike securely is such a simple thing to do and hugely reduces the likelihood of a bike being stolen.

We want to get that message out loud and clear to all cyclists in the city.

Laura Jones of the Formby Times noted that since May 1 the operation has led to 44 arrests, 11 of those for robbery resulting in five people charged and six bailed.

Police officers have made 462 stop searches and 91 stop checks, while also checking up on 568 “vulnerable premises”.

During the operation 74 mobile phones have been checked against the Immobilise National Property Register which can help reunite victims of robbery with their phones.

The operation has already seen a decrease in crime in the targeted areas.

Along with more patrols and increased intelligence gathering the Police have been working with Secondary School pupils.

Chief Inspector Stuart Ellison said:

With the summer holidays coming arriving soon I want to give out a very strong but clear message, that the Police are cracking down on crime and disorder throughout Sefton and if you or have the intention of committing crime you be caught, arrested and prosecuted.

The Manchester Evening News has recently reported on the ongoing problem of bicycle crime. In Wythenshawe PC Steve Le Cheminant has reunited hundreds of owners with their stolen cycles, in the last six months alone, Pc Le Cheminant has seized 55 bikes and arrested 15 people for theft and handling stolen goods.

The 55-year-old officer has even personally returned bikes before they have been reported stolen, after tracking down their owners through manufacturers and retailers.

Pc Le Cheminant, who has served for 29 years, said:

It is very satisfying returning them to their owners, they can’t thank you enough.

Some will not even report them stolen because they don’t think they have a chance of seeing them again.

But police do take bike theft seriously. A lot of burglars and other criminals, especially the younger generation, use them as a way to get around.

Sometimes searches of the offenders’ properties lead to more stolen goods, drugs and weapons.

We can trace the bike owners through crime reports on the police computers, although some make it difficult by just describing say an expensive bike as ‘a blue one’.

Around 430,000 bikes are stolen in Britain each year, usually sold for anything from £10 to more than £300. Cyclists can combat bike theft by recording the serial number, taking pictures, locking them with robust device such as a D-shaped shackle, and registering them and other valuables on immobilise.com.

Of the 55 bikes seized recently in Wythenshawe, Pc Le Cheminant has managed to return 45 to their owners.

Sergeant Jane Butler said:

As the arrests of Pc Le Cheminant demonstrate, we have already had a huge success in retrieving stolen cycles and we hope to build on this.

Residents can assist the police by making sure they secure their bikes when they are leaving them, even for just a short time.

If a thief spots a chance to steal something and get away they will.

The Middlesbrough Evening Gazette has reported that police have invested in new hi-tech equipment to help reunite lost or stolen mobile phones with their rightful owners.

In conjunction with the Safer Middlesbrough Partnership and Radio Tactics, police in Middlesbrough have bought two mobile phone scanners.

The handheld devices can pass over the barcode in the back of a registered handset and identify it there and then as lost or stolen.

Police urge mobile phone owners to register their handset on http://www.immobilise.com/which can store unique details of mobile phones, such as their IMEI and serial numbers.

The new scanners, which will link in with Immobilise, were piloted in Middlesbrough last summer with encouraging results. Thirty-seven mobiles were scanned and found to be stolen.

The property office and Middlesbrough CID will each have a scanner so that any mobiles recovered in hauls of suspected stolen goods or booked into found property can be checked – and immediately blocked if necessary while police trace the original owner.

Detective Chief Inspector Shane Sellers, Middlesbrough police crime manager, said:

The new scanners should help progress the positive work we have carried out so far. Officers have already visited and will continue to visit local stores and dealers to encourage them to promote the registration scheme at the point of sale.

Det Chief Insp Sellers said that together with the Safer Middlesbrough Partnership the police intended visiting schools to promote the initiative to younger phone owners who are often affected by theft.

He added:

Once again, I’d urge mobile phone owners to take just a few minutes to register their phones on the immobilise website – it’s easy, quick and free.

The BBC News website has reported that the economic downturn may tempt people to risk buying stolen goods.

Gwent Police said it had noticed a rise in thefts from cars in the run-up to Christmas and was concerned people may be led into making dodgy purchases.

The force is urging people to register valuables on a website so items stolen could be returned to them more easily.

It is also targeting car criminals with more patrols, “capture cars” and number plate recognition camera equipment.

Community Safety Inspector Terry Davies said:

We are concerned that the credit crunch may be leading more people to risk buying dodgy goods which could have been stolen, to save money.

Our guess is that with the type of stuff being stolen, there may be more people inclined to buy cheaper goods and perhaps ask less questions than before.

We know that lot of sat nav sytems are being stolen. They are becoming almost a necessary item to own.

What we feel is that because so many items of this type of property is being stolen, there must be more than usual market for them.

He added stolen goods were much easier to return to their owners if they had been registered on www.immobilise.com, a property register used by all the UK’s police forces.

Rochdale Online has reported that Police in the area will be travelling around to encourage Rochdale residents to register their valuables on Immobilise.

Officers will be at Morrisons Supermarket, Heywood, Asda on Dane Street, Rochdale and Tesco at Middleton Gardens, Middleton between 10am and 6pm on Tuesday 13 January to demonstrate the use of the UK’s National Property Register “Immobilise”.

Nicola Bamford, reporter for Rochdale Online, said;

…by using “Immobilise” owners can put up details to be used for comparison should stolen items be recovered from criminals. The database is both simple and free and allows users to add item photographs and certificates of ownership to their accounts as well as immediately alerting law enforcement to the theft of an item.

Currently, “Immobilise” has a running record of 250 cases per week of items being successfully reunited with their owners. Furthermore, the system also aids with insurance claims as some companies may be reluctant to pay compensation to the 18% of cases where theft is due to trivial security negligence, such as leaving a window open.

It has been reported in the Maidenhead Advertiser that A campaign has been launched by Maidenhead’s PCSOs in a bid to fight burglary and car crime over Christmas.

PCSO Andrew Hitchcock, leading the campaign with colleagues PCSO Amy Shah and PCSO Steph Lewis, said: “We cannot emphasise enough the importance of removing valuables from your car and securing your property when you are not in or away on holiday.”

“Many thieves are opportunist and will try and steal any items they see on display or break into a house they think is insecure. However, by taking a few simple precautions you could be avoiding becoming a victim. Remember that offenders are trying to fund their own Christmas, so don’t make it easy for them.”

Home security tips:

Trim overgrown trees and hedges that might obscure lighting or hide a burglar from your neighbours or passers by.

If you are going to be out all day, set indoor lamps on timer switches to come on at dusk to give the impression that someone is at home.

Consider joining or starting up a neighbourhood watch scheme in your road (contact your local Neighbourhood Watch office via 0845 8 505 505 for more details).

‘Postcode’ your electrical goods, such as DVD players and computers, with an ultra violet pen or permanent marker, and make an inventory of these items including brand names and serial numbers.

You can also register all mobile equipment such as cameras and iPods on the national database, www.immobilise.com. The police have access to this database, allowing stolen items to be returned to their owners.

Ensure all your external windows and locks are secure, and fit additional locks where necessary.

Consider installing motion sensor lighting outside external doors.

For burglars New Year’s Eve isn’t a holiday, it’s the perfect time to carry out crime.

Many houses are obviously empty and people are often too busy celebrating to consider they could be potential victims of criminal activity.

By taking some of the steps detailed suggested by the Chester Chronical and below you can reduce the risk of becoming a target for thieves this festive season:

Plan your night out, including how to get home safely.

At home, always use window and door locks.

Don’t leave sets of car keys on display either inside or outside in garage and shed doors.

Use timer switches on lights and leave a radio playing to give the impression there is someone at home.

Wherever you are, make sure any valuable belongings you have are property marked with your house number and postcode either using UV markers or etching tools. Marking products such as Smart Water are also valuable. Visit www.immobilise.com and register your valuables securely on line – if stolen this will assist the police to identify and return items to you.

Inspector Lawless added:

If you do notice anyone acting suspiciously report it to Cheshire Police. Support us working over Christmas and New Year by helping us to make the festive season safer for all.

Neighbourhood Teams are going into schools to promote property marking and the ‘Immobilise’ property database.

Chief Inspector Nick Walker said:

We know thieves are deterred from stealing items which have been marked with a post code because they know that if they are caught with it we will be able to prove it has been stolen.

Marking your property or registering it on www.immobilise.com also means that if your belongings are stolen and recovered by police we can return them to you.

The school visits are part of the district’s Relentless operation on Tuesday December 16 2008, getting out into the community and working with partners to tackle the issues that affect local people.

Officers will also be promoting the property-marking message in high streets across the district, with the constabulary’s Mounted Section on patrol in Weston-super-Mare selling the message too.

CI Walker said:

Your police are working hard to tackle burglars and thieves, but there are some simple steps people can take to deter criminals and help police catch and convict them.

The message is mark it, lock up and don’t lose it this Christmas!

We’re working hard to make North Somerset an even safer place to live, work and visit, but people should play their part and take some simple steps to keep themselves and their property safe.

The local News Paper Leigh Today has reported that Police are launching a crackdown on burglaries this Christmas:

As part of Operation Guardian, police in the borough are issuing a festive message to make sure people giving gifts don’t hand one to a thief this Christmas.
Officers are warning that the traditional Christmas scene, with a pile of presents under a tree, is a gift of an opportunity for a burglar.

The number of house break-ins rises significantly during the Christmas period as presents tempt burglars in to people’s homes.
Once inside, they take anything they can easily find, including credit cards, cheque books, bags and car keys.
Crime reduction advisor for Wigan division, Wendy O’Neil, said: “Everyone should have a happy and secure Christmas, so I would like to remind people of simple steps to ensure they keep their property safe.
“The sad fact is that more than one in three of all domestic burglaries in the Wigan Borough happen because people do not lock their doors and shut their windows meaning the opportunist thief does not even have to use force to gain access.
“Even if you are in the house you should still lock external doors, and keep windows shut. If the room is stacked full of presents, close the curtains and help to make sure your hard-earned gifts don’t end up in someone else’s hands.”

Police are also urging residents to register their valuables free-of-charge at www.immobilise.com
The online database allows officers to search for lost or stolen items of identifiable property and is the world’s largest free register of ownership details.
Almost any item with a serial number recovered by police can be returned to the owner if it is registered on the database. Users can also add photographs and certificates of ownership to their Immobilise account.

Ms O’Neil added: “Many items we recover from criminals are not given back to their owners, as without some proof of ownership we do not know who they belong to.
“Spending five minutes registering details of your Christmas gifts and other valued possessions for free on www.immobilise.com means that their details are instantly available to us and all other forces across the country.”

Police in Norwich are promoting the Immobilise National Property register to help them address the issue of victims of theft not being able to accurately describe what has been stolen. They hope the scheme will help catch thieves and reunite owners of stolen property with their personal possessions.

Between September 1 to December 1, 246 pedal cycles were reported stolen in the city along with 162 mobile phones as well as other equipment like Sat Navs and iPods.

Inspector Michelle Lillie, from the University and Eaton Safer Neighbourhood Team (SNT), said: “We find that the main problem is when people report items as stolen they have very little details about what the property is.”

The website, www.immobilise.com allows people to upload pictures and detail information about personal property in case it is stolen.

Police then link into it when they recover stolen goods.

Insp Lillie added: “Police do recover property however because of the limited description of lost or stolen property it is difficult to match it to a previous owner making the job of proving an offence that little bit more difficult.”

“We are urging the public to help by keeping a record of all personal equipment with a serial or identifiable number and use the Immobilise registration service.”

Serial numbers are needed for goods and to register your mobile phone, you need to know your 15 digit IMEI handset number which can be found by keying in *#06# on the keypad or on a sticker underneath the battery.

For further information contact the University and Eaton SNT on 0845 456 4567 or go to www.safernorfolk.co.uk

“Don’t make it is easy for thieves this Christmas” is the message being given out by Dyfed Powys Police in the run up to the festive season.

Don’t gift wrap Christmas for criminals this year – they are your presents, protect them.

At this time of year people go shopping and sometimes leave what they have bought in full view on the back seats of their car while it is parked in a car park. Or they put wrapped presents underneath Christmas tree’s in their homes in full view of people walking past in the street, said Assistant Chief Constable Nick Ingram.

These are easy targets for thieves. They know that there are likely to be high value goods in the bags or all wrapped up – don’t make it easy for them.

Dyfed Powys is a safe area to live, but it is important not to get complacent.

Also it is important to remember to register your valuables. A few years ago we encouraged people to post mark their property. This is the twenty first century equivalent. You can go online to immobilise.com and register your valuables.

If the worst happens and you are burgled, and the police recover stolen items they will search the immobilise database and return the goods to the rightful owners.

Middlesbrough Police, in conjunction with the Safer Middlesbrough Partnership and Safe in Tees Valley, are publicising a pre-Christmas message to ensure that any new mobile phone is registered is registered on the Immobilise Property system.

It is recommending that any youngsters who receive a mobile phone for Christmas take the proactive step of registering the phones details on Immobilise.

Detective Chief Inspector Shane Sellers, of Middlesbrough Police, said:

Last year 835 mobile phones were reported stolen in the district.

Registering mobile phones on the www.immobilise.com website should have an impact in reducing this figure, particularly where phones have been stolen, as the phone can very quickly be blocked on the UK network, rendering it useless to the thief.

Please note that in addition to updating your phones’ status on Immobilise (which makes the details available for police searches in realtime), any person who has lost their phone or had it stolen should contact their network provider asap to have it blocked.

The crime reduction advisor for Trafford is urging residents across Trafford to make their valuable less attractive to theives this Christmas by registering them on Immobilise.

PC Tony Crompton has said about the Immobilise Property Register:

Many items we recover from criminals are not given back to their owners as, without some proof of ownership, we do not know who they belong to.

Spending five minutes registering details of your Christmas gifts and other valued possessions for free on immobilise.com means that their details are instantly available to us and all other forces across the country.

If an item is stolen you can update your record to tell us, so if we or any other force find your MP3 player, watch or bike, we have proof it belongs to you.

The Ipswich Evening Star reported on Suffolk Police’s current campaign to remind to take crime prevention measures over the festive period to keep their valuables safe:

With stories every year about families having their Christmas presents stolen, the police have issued some simple measures to reduce the chances of this happening. These include not leaving shopping bags of presents in view in cars and not leaving presents, especially expensive ones, under the Christmas tree where they can be seen through a window.

People can register their valuable Christmas presents at an online database (www.immobilise.com). The serial number can be registered, which will help keep property safe and reunite stolen items with their rightful owners.

Inspector Ben Cook from the crime reduction department stresses the importance of being careful this Christmas.

He said: “Only place the packaging of gifts outside your property on the morning of your rubbish collection to avoid advertising what valuable items you have.”

“Residents should ensure they have some lights on timers during the darker evenings. Do not give thieves any opportunity to ruin Christmas.”

For most of us Christmas is a time for giving, however as the West Midlands Police festive crime awareness campaign suggests, Christmas is also a time for taking.

Officers are launching a crime awareness initiative today (Wednesday 3 December) to put crime prevention awareness at the front of people’s minds as they prepare for the busy holiday season.

Robbery, shoplifting, vehicle crime, fraud and petty thefts traditionally rise at this time of year and people can easily fall prey to thieves as they may not be as security conscious as usual.

December’s dark nights give burglars plenty of cover to break into houses. Householders are reminded not to leave valuables and presents where they can be seen by passers by looking into the house.

The top five valuables burglars look for are:

cash

jewellery

computers, including laptops and play stations

credit and debit cards

mobile phones

It is not just consumers that need to be more wary at this time of year, trades people are also urged to be wary and to proactively register items on immobilise.com:

Trades people are reminded to remove tools from their vans overnight, to postcode their equipment and register any tools with serial numbers at www.immobilise.com

The top five things stolen from vehicles are:

auto accessories including hub caps, number plates and car badges

audio items such as CDs

car radios and CD players

tools

other on display items such as satellite navigation systems.

In the run up to Christmas Croydon police have issued a special warning for local residents to help them avoid being victims of crime over the festive period. In addition to registration on the Immobilise National property register many of the other suggestions made apply equally to other regions:

Some of their recommendations are:

While out shopping be aware of pickpockets and thieves, carry your handbag in front of you so sticky fingers can’t get into it.

When out and about Christmas shopping, leave carrier bags with gifts in secure and out of site in your car but make sure you stay vigilant, thieves may well watch car parks for a chance to break into them.

When at home make sure you wait until Christmas Day before putting presents around your tree, they can make a tempting display for a burglar.

Burglars like an easy life and it’s not just Christmas cards that come through your letterbox so fit a letterbox hood.

Burglars can force some sash windows, especially old ones without key operated locks. A good way to reduce the risk is by fixing a window box planter to the window ledge and fitting proper window locks.

Don’t highlight the fact that you have gifts and presents to criminals by openly displaying the empty packaging outside by your bins.

Registering your possessions on the immobilise website increases your chances of being reunited with them should they be lost or stolen and come to the notice of the police.

Gloucestershire Constabulary make some sensible recommendations for students:

Cheltenham Police are reminding students to keep their accommodation secure. The warning comes after two student homes in the town were burgled last week.

Sergeant Mark Stephens from Whaddon Safer Community Team, who are responsible for policing issues at the Francis Close Hall, Hardwicke and Pitville campuses said: “Sadly student houses are an easy target for burglaries as with several people coming and going from the property they are easily left insecure.”

“If you add up the cost of everything you own, ipod, television, bike, laptop and mobile phone, you’ll probably be surprised at the amount it comes to.

“Along with the financial ramifications of losing these items it can also be very upsetting and devastating to your university work if any of your notes were stored on the stolen items.”

In addition to registering property on the Immobilise Property Register, Cheltenham police also make these sensible suggestions:

A remarkable number of burglaries occur because a window or door has been left open, so make sure you keep them closed.

Do not leave cash or valuables on display in your room and make sure valuable items cannot be seen from the window.

During the Christmas, Easter and summer holidays take all items of value home with you.

Make sure your property is insured.

Get valuables security marked.

The BBC News website has reported on a recent car crime spree in Cardiff. In addition to the usual anti theft messages South Wales Police also suggest that owners of the type of vehicles being targets should registered their radios on Immobilise to help identify thieves and return recovered property.

Ford Ka owners are being warned to be on their guard after a sharp rise in break-ins across Cardiff.

Thieves have broken into almost 90 cars since August and stolen their radios in the belief that they contain chips which can pick up free satellite TV.

Ch Insp Alun Morgan, who is responsible for auto crime in Cardiff, said: “I don’t wish to alarm car owners but as police we have a responsibility to make the public aware that Ford Kas are currently being targeted.

“My message to owners is to make sure their cars are secure, register their radio on the www.immobilise.com website and to be vigilant of anyone acting suspiciously.

I have just been watching BBC News and one of their features was ‘Why shopping online could reward’.

The feature really focused on the fact that shoppers who like to spend their money online could also be earning at the same time and used an example from a woman who would only purchase items once she had sold a few on eBay and made a small profit. Great example of how online shopping can really work well with the current credit crunch. However, I do wish the BBC had highlighted some of the risks involved in online shopping, like CNBC have done.

Yesterday we launched in the US and have already seen some coverage including from the Denver Post and it states we aim to curb the cybercrime of selling suspect second-hand goods. Hopefully there will be more to follow.

Anyway, hopefully the USA launch will be just as successful as the UK. According to the US Census Bureau the population of USA currently stands at 304,381,960 with:
• One birth every 7 seconds
• One death every 13 seconds
• One international migrant (net) every 29 seconds
• Net gain of one person every… 10 seconds

From the global population of internet users 27% are in the US and having read a lot of online articles and blogs e-fencing is proving to be a problem which the US are struggling to control. E-fencing laws have been discussed as being essential to combat organised retail crime. However, CheckMEND should now be an answer to their prayers, so let’s see how it goes.

This is what we do best and we have had plenty of stories from people who didn’t discover CheckMEND in time…

For example; Andrew Gudelajtis, from Mansfield, bought a Vodafone Nokia mobile phone from eBay for his wife. The phone arrived in a sealed box and was sold as being brand new, but after using it for six weeks the mobile phone stopped working.

He decided that he should use CheckMEND to check the IMEI number on its database. The search came back and identified the phone as being stolen or blocked. Unfortunately Andrew was then unable to re-trace the eBay seller and is left with a phone that doesn’t work and at the moment he is pursuing Vodafone to see if they can help – either by unblocking the phone or chasing the seller.

Hopefully he will have some luck at some point, but it is a great example of why you should use ‘CheckMEND before you buy’ or insist on sellers having a CheckMEND report. Or as I mentioned within my last post we should push for eBay to insist all sellers conduct a CheckMEND report!

Any questions – please fire them this way!

BUT we can change this.

E-fencing is increasing everyday, according to CNBC , with the help of faceless online auction sites such as eBay and we need to really start looking into ways to overcome these issues. Well CheckMEND already have.

CNBC news in the USA have been really pushing the dangers consumers are facing in order to make e-fencing a more recognized problem.

The US-based National Retail Federation even went as far as to predict health problems caused by e-fencers re-selling stolen beauty products online, listing Cover Girl, Olay and RoC as the most common targets of e-fencing.
New York based Tiffany & Co has previously filed a lawsuit against eBay, and a host of other major retailers have all tried to persuade eBay and other online auction companies to combat e-fencing, but little has moved forward.

I have noticed a few online discussions by a number of cyber-crime bloggers about who is to blame and who’s responsibility it is. One I would like to highlight is, Investor Trip’s They point out the fact that eBay seem to be passing the buck. Quoting eBay’s Vice President of Trust & Safety Rob Chesnut: ‘increase theft protection at the retail level. It’s the job of these major retailers to prevent criminals from lifting their products.’

Although eBay is right, I still believe it is also the responsibility of eBay, and other online action sites, to protect their users. One simple way of doing this is to CHECKMEND IT. From our perspectives, asking all sellers to carry out a compulsory CheckMEND check would solve a lot of e-fencing problems.
Currently, there is an option to carry out a checkMEND report on eBay but it’s not compulsory. If we can persuade eBay to enforce then at least consumers will know they are shopping safely with eBay! Reassurance is all they need.

Anyway, here are some interesting snapshots of the top 10 eBay selling markets last year by rank, published on 14.05.2008 by Harris Interactive:
- Los Angeles-Long Beach, California
- 196,089 Los Angeles residents sold 24,051,645 items for a total of $1,396,037,518.
- Best-selling categories for Los Angeles sellers were cell phones and their accessories as well as clothing and accessories.
- Los Angeles sellers were also the most charitable eBay sellers last year, donating the most of any city via eBay Giving Works, eBay’s program that helps people buy and sell for a cause, turning e-commerce into a force for good.
New York

- 158,859 New York City residents sold 12,621,651 items for a total of $1,045,503,913.
- Best-selling categories for New York sellers were jewelry, gems, watches and clothing and accessories.

Chicago
172,972 Chicago residents sold 10,229,844 items for a total of $908,708,440.
Best-selling categories for Chicago sellers included toys and sports memorabilia.

Philadelphia
120,900 Philadelphia residents sold 7,069,212 items for a total of $584,383,915. Best-selling categories for Philadelphia sellers included collectibles and toys.

Dallas
85,484 Dallas residents sold 5,003,292 items for a total of $754,493,210. Best-selling categories for Dallas sellers included jewelry, gems and watches, and clothing and accessories. Dallas sellers also made more money on sales of cars and trucks than did sellers in any other top-10 U.S. seller market.
Orange County, California
75,486 Orange County residents sold 6,945,490 items for a total of $636,654,084.
Best-selling categories for Orange County sellers were auto parts and cell phones and accessories.
Washington, D.C.
112,462 D.C. residents sold 5,024,888 items for a total of $393,720,726. Best-selling categories for D.C. sellers included books and toys.
Houston
76,450 Houston residents sold 4,297,389 items for a total of $528,872,858. Best-selling categories for Houston sellers included health and beauty and collectibles.

Nassau-Suffolk, New York -
70,714 Nassau-Suffolk residents sold 5,396,880 for a total of $400,253,200. Sports memorabilia and health and beauty were best-selling categories here.

Fort Lauderdale, Florida -
39,623 Fort Lauderdale residents sold 2,838,954 items for a total of $631,845,063.
Best-selling categories for Fort Lauderdale sellers included home furnishings and auto parts.

The survey

was carried out by Harris Interactive. They also revealed that one in 10 US adults (that’s 11percent) is currently selling personal household items to generate extra cash, with the majority (59 percent) doing so via online sales

or auction sites like eBay. Additionally, 30 percent of all adults say they are likely to sell their personal or household items over the next three months to earn extra cash. Great, but are you sure they are not stolen!!!

So, lets all jump o

n the band wagon and make sure a CheckMEND check is enforced with all sales on eBay.

For those of you who have heard about it, but wondered what CheckMEND is and how it came about I thought I would give you the low down on why and how it all began.

Lost my phone!

In 2000 I lost my phone on the London Underground and went to the lost property office to try to find it. However, I was then faced with the task of providing a serial number or what we also know as the IMEI number. But in 2000 no one had really heard of what an IMEI number was let alone know their own!

Anyway after eventually finding my IMEI number and recovering my phone, I realised that all modern consumer electronic products have a unique serial number and that without them there was little way of distinguishing one item from another. Thus, I formed the idea that there was a need in the market for a pre-loss or theft registration service containing these serial numbers.

Previous career path

My career has always involved providing services to the consumer, back in 2000, at the age of 40; I sold my chain of restaurants, bars and leisure facilities, with the aim of taking early retirement and relaxing after a very full working life… until the idea for CheckMEND hit me.

I decided to start up a company called Recipero (latin meaning to retain or recover), with a view to building a company that provided a range of products and services based on the accumulation, organisation and analysis of information relating to personal property ownership, associated criminality, fraud and illegal trading.

The simple pre-loss registration database:

The starting point was with a simple pre-loss registration database, but it quickly became apparent that there was value in the analysis of the data and potential to provide HPI-type data for consumer electronics. This was reinforced at the time with the explosion of online auction sites and the willingness of people to buy and sell second-hand goods online. All at the same time as the huge increase in the theft of mobile phones and other mobile devices such as laptops, ipods and the like.
The next three years was spent populating the MEND data warehouse and building partnerships across the mobile industry, with the likes of Carphone Warehouse and mobile phone networks. The police forces were also a vital partner for me.
Eventually, the system grew and now contains billions of pieces of discrete information and is accessed over a million times a month by the mobile phone industry, all UK Police forces, major insurers, the second hand trade, recyclers and the public.
CheckMEND.com was launched in 2006 and the CheckMEND database is now used extensively by second hand trade and the public the most common use of CheckMEND by the general public is for when they are buying or selling items from online auction sites like ebay.

Taking it international:

I can now safely say the company is well established and we are starting to focus on business outside the UK. 2008 will see two new launches for CheckMEND.com. One in the US, which the Recipero and CheckMEND teams are extremely excited about, with the U.S. being the largest market for consumer electronics. Not only that, we have already begun the process of launching in Asia too.

Obviously the road to where we are today didn’t all run as smoothly as suggested above, many a challenge was faced and problem overcome, but this is the CheckMEND story… so far…

Have a look at the youtube video : http://www.youtube.com/watch?v=6zcm9VFNvuQ

Following our last post on £5 billion stolen goods for sale online, it seems that online auction sites are taking the heat, but as Identity Resolution Daily points out, if they reduce, what is termed as e-fencing – selling stolen goods online - they will lose most of their revenue.

However, if these auction sites ignore the statistics, and continue to allow themselves to be marketplaces for selling ‘stolen goods’ will mean that they will soon become high profile case studies for us. Beware – You will get caught

There has been much discussion within the mobile tech community on whether CheckMEND is a good deal which our very own bat phone cleared up:

Hi, just to let you know CheckMEND ‘trade’ account is such only because that’s who they think would be interested in it. In fact the vat number and co number are optional at registration and they only thing ‘trade’ about it is a minimum £25 worth of checks purchased at registration. At the moment though you get 50 checks for this so paying only £0.50 instead of £2.99 for your first fifty checks and only £1 per check after that.

Of course reselling checks is against the terms and all your certificates will have the account holders details on so giving them away becomes awkward too but if you may check several phones in future (the credits never expire) it’s a good deal.

Declaration: I work for the parent company but this isn’t an advert, I just want to put right the misunderstanding about trade accounts. I’ll pass on the confusion and perhaps the web guys will modify the website.

We have some hard hitting facts for you, collated from our CheckMEND database.

Mobile Phone stats from CheckMEND

Of the £5bn Stolen goods for sale online, it is estimated that £2.6bn of that can be attributed to mobile phones

Of all the checks carried out on CheckMEND over the last 18 months 67% were made on mobile phones. Which equates to 6,700,000 checks made through CheckMEND, were to check the IMEI number of a mobile phone

Out of every town in the UK you are most likely to be sold a stolen mobile phone in Leicester

CheckMEND has identified 3,522 stolen handsets in the last 23 days, that’s 153 a day and from these checks, it indicates the place you are most likely to be offered a stolen phone in order of likelihood are:

Leicestershire

Greater London – Finsbury Park, North London -600 policemen arrested 70 people!

Birmingham

Today we released a report stating ‘£5 billion worth of stolen goods are on sale online over the internet at any one time in the UK’. Even more shocking, every minute two items are identified as being stolen

We know this because we are the UK’s online stolen property checking service that identifies over 1 million stolen items every year.
Our CheckMEND blog will aim to keep you updated and up to speed on any online shopping crime, crime prevention topics and stolen goods statistics. We shall let you know what’s going on in the world of ‘hot goods’ and any relevant breaking news…
About us-

So that we are clear from the start, here are a few notes about us:

CheckMEND is a brand from Recipero Limited www.recipero.com, a company founded by entrepreneur Adrian Portlock and two other non-executive directors that had it’s official launch in July 2006

CheckMEND searches the UK’s largest database of stolen goods and blocked mobile phones with nearly 30 million records which can be checked by a perspective purchaser prior to purchasing an item. We can refer to it as a super database, but NOT a government run ‘stupid’ database

Since it’s launch CheckMEND has carried out over 10 million checks online

The majority of UK Police forces use the CheckMEND data to check the legitimacy of property many thousands of times a week.

In the UK CheckMEND is already recommended by ebay for the checking of mobile phones before purchase

To find out more about what we do watch our video online http://www.checkmend.com

Why are there so many stolen goods online?
The problem is being exacerbated by “faceless” selling on the growing range of online auction and classified sites and the new phenomenon of “Market Places” on social networks, like Facebook, eBay and specific online mobile phone shopping sites.

Plus with the backdrop of the credit crunch impacting on family purses, UK consumers are increasingly on the lookout for a bargain or are clearing out their clutter to sell online or at the local car boot sale.

For any of you bargain hunters out there always check with CheckMEND if what you are about to buy is stolen or you could find yourselves in a pickle!

The Bigger Picture
Not only can you protect yourself from the hassle of purchasing stolen goods and from the risk of prosecution for handling them… if we reduce the opportunities for thieves to sell stolen property, then surely the demand will reduce as well. Only last week the Design Council released a study that found that one in eight children aged 11 to 16 has been the victim of a “hot product” theft, in the past three years

Plus, think about it if you are selling your laptop on eBay and can prove, with a free to view certificate, that what you’re selling is legit then people would be more likely to buy from you, rather than the next person who can prove the background of the laptop they’re selling!

Stewert Mitchell from the Times wrote an interesting feature which named online auctions as ‘Unscrupulous thieves who con innocent buyers’ but authorities seem powerless. We agree but with help of checkMEND authorities are becoming increasingly powerful with more arrest being made each year.

Warning – what we have found:

We have found that on average one in ten items of second hand goods checked through CheckMEND is being identified as being reported as stolen. Since its launch in 2006, CheckMEND has recently carried out 10 million checks on items valuing over £1 billion.

The value of the goods identified as being stolen is around £100 million.
Here are some fast facts we have for you:

There are over £1 billion worth of insurance claims made in the UK every year from items being stolen

There are over 30 million items of stolen property listed on CheckMEND from the UK with an estimated value of £3 billion

10% of all items of second hand goods checked through CheckMEND is identified as having been reported stolen

Over 10 million checks have been made through CheckMEND over the last 18 months

Over 600,000 checks are now made through CheckMEND every month

The total value of items checked over the last 18 months is over £1 billion

The value of the stolen goods identified as stolen is over £100 million
