			<content:encoded><![CDATA[<p>As thousands of festival goers leave Worthy Farm behind, Avon and Somerset Police are reflecting on a successful Glastonbury.</p>
<p><img class="alignleft size-medium wp-image-423" title="AvonSomersetPolice_Glastonbury" src="http://blog.recipero.com/wp-content/uploads/2009/06/AvonSomersetPolice_Glastonbury-300x222.jpg" alt="AvonSomersetPolice_Glastonbury" width="300" height="222" />Overall crime rates at the festival have fallen significantly in comparison to 2008 when mobile phone crime and thefts from tents rose dramatically.</p>
<p>In total 445 crimes (including drug offences) have been recorded by police at this time compared to 483 at the same time the previous year.</p>
<p>174 of those incidents were drug related in comparison to 166 last year. Theft from tents is this year down by nearly 30 per cent from 244 to 179 reported instances at the same time in 2008.</p>
<p>Specific Challenges for the force this year included reducing the number of thefts from tents and reducing mobile phone crime as well as for the first time working in conjunction with Glastonbury Festival Security to patrol campsites.</p>
<p>Chief Superintendent Kay Wozniak said:</p>
<blockquote><p>The figures for Glastonbury 2009 highlight that the policing operation has been a tremendous success.</p></blockquote>
<blockquote><p>A great deal of planning goes into the Festival to make sure that it is a safe place to be for all festival goers. We always work closely with our partner agents to improve the operation year on year.</p></blockquote>
<blockquote><p>Last year&#8217;s figures demonstrated that thefts from tents and mobile phone crime were the two issues that affected festival goers the most. This year the figure has been reduced significantly in both instances. Giving out crime prevention advice and using initiatives, such as the <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">Immobilise scheme</a>, has played a significant part in bringing these numbers down.</p></blockquote>
<blockquote><p>Not only has the police operation been a success, all our officers have been well received on site. Hundreds of festival goers have commented on how professional and friendly our teams have been over the weekend. They are all a credit to the Force.</p></blockquote>
<blockquote><p>The target now is to make Glastonbury 2010 even safer.</p></blockquote>

			<content:encoded><![CDATA[<p>Police in Avon and Somerset are helping residents combat crime by encouraging them to take up gardening! Gardens are often the first line of defence against crime as two-thirds of burglars gain entry to homes via the back of the property. There advice although aimed at local residents, is just as relevant wherever you live whether that be in town or county.</p>
<p>The summer months also see an increase in thefts from gardens and sheds as people bring out their garden furniture and equipment as the weather improves.</p>
<p>The value of property stored in gardens, sheds and garages is often much more than people realise and can soon add up. Power tools, plants, containers, hand tools, sports equipment, cycles and toys are among those items most frequently taken by garden thieves.</p>
<p>Avon and Somerset Constabulary suggest that using defensive planting and prickly bushes to enhance the security of boundaries, around drainpipes or beneath ground floor windows, making forced entry more difficult and less attractive to would be burglars, is a simple, inexpensive and environmentally friendly crime prevention favourite.</p>
<p>Marking power tools with postcodes and house numbers is also effective. These details can then be placed on <a href="http://www.immobilise.com">www.immobilise.com</a> which can be used by members of the public and businesses to register their valued possessions or company assets. Alternatively, permanently mark them by scratching or painting this will also reduce their value to the thief.</p>
<p>Crime Reduction Officer Tony Alderman from Taunton said:</p>
<blockquote><p>People can take very simple but effective crime reduction measures, which can have a dramatic effect on their property&#8217;s overall security.</p>
<p>Clever planting, padlocks on gates and sheds and motion sensor lights are inexpensive and effective. Garden tools are often used to assist the burglar breaking into a property &#8211; ladders, are particularly helpful to thieves for example, so keep them locked away.</p></blockquote>

			<content:encoded><![CDATA[<p>&#8216;Register your phone with Immobilise&#8217; is the message from police to revellers headed to Glastonbury Festival next week.</p>
<p>With the gates to Glastonbury Festival opening in just a matter of days around 177,000 people will be travelling to Pilton, many of them with mobile phones, digital cameras, iPods and cash in their pockets.</p>
<p>And while the majority of these people will have little more to worry about than what band to watch previous year&#8217;s experience suggests that a small number may become victims of crime.</p>
<p>While crime remains low at Glastonbury Festival, there was a rise in thefts from tents last year – particularly in the first two days of the event – and mobile phones proved to be a particular target.</p>
<p>As a result police are this year urging Glastonbury-goers to register their mobile phones and other essential valuables on the Immobilise Database, before heading to the event, so if they are lost or stolen they can more easily be returned to their owners.</p>
<p>The best advice for not getting your stuff stolen while you are at the festival is not to take it with you – but if you do have to take it – make sure its stored securely and wherever possible make use of the festival&#8217;s free property lock-ups available throughout the site.</p>
<p>Police will be at the festival, both in uniform and undercover, on horseback, cycles, and on foot to deter any potential criminals but there are also lots of simple things which you can do to keep yourself as safe as possible and reduce the chances of becoming a victim of crime.</p>
<p>Sergeant Kerry Williams said:</p>
<blockquote><p>Crime at Glastonbury Festival is low and the crimes that do happen can be easily prevented. We&#8217;re urging people to plan carefully ahead of this year&#8217;s festival and leave any unnecessary valuables at home. However if they do need to take the items with them make sure they are registered on the Immobilise Database and are stored securely by making use of the free property lock-ups.</p></blockquote>
<blockquote><p>I would also urge people not to leave anything valuable unattended in their tents and I&#8217;d recommend marking their property, which can both deter thieves and help to show who the rightful owner is.</p></blockquote>

			<content:encoded><![CDATA[<p>Bristol Police and the Safer Bristol Partnership are gearing up for National Bike Week from June 13 to 21 by organising a series of roadshows in the city to raise awareness of cycling security and to give advice on preventing bike theft.</p>
<p><img class="alignleft size-medium wp-image-342" title="AvonSomersetPolice_bikes1" src="http://blog.recipero.com/wp-content/uploads/2009/06/AvonSomersetPolice_bikes1-300x202.jpg" alt="AvonSomersetPolice_bikes1" width="300" height="202" />Avon and Somerset Police, in conjunction with Safer Bristol, will be at a number of locations in Bristol throughout National Bike Week (June 13 to 21) dishing out tips and advice, giving away copies of the &#8216;Spokes&#8217; bike security leaflet, helping people register their bikes on the Immobilise Database and carrying out electronic tagging on bikes.</p>
<p>Bristol Police Constable Frank Simonds, who is involved in the roadshows, said:</p>
<blockquote><p>Bristol is the UK&#8217;s first Cycling City, with many fantastic opportunities to get out and ride.</p></blockquote>
<blockquote><p>Our aim is to ensure the roads and cycle paths are a safe and secure place to be a cyclist, be it for leisure or commuting.</p></blockquote>
<p>Emily Smith, Community Safety Officer with the Safer Bristol Partnership, added:</p>
<blockquote><p>These events are proving really popular with cyclists helping them to keep their bikes and themselves safe. We have worked hard as a partnership to make the cycle paths in Bristol safe places to ride and we know how much people enjoy riding on them.</p></blockquote>
<p>Police and community safety officers will be on hand to answer questions, distribute further advice and the &#8216;the Spokes&#8217; leaflets as well as carry out electronic tagging of bikes on:</p>
<p>* June 17 from 7.30am to 9.30am at Bristol&#8217;s Bike &amp; Walk Breakfast &#8211; College Green</p>
<p>* June 19 from 10am to 4pm at Stoke Road on Durdham Downs.</p>
<p>* June 21 from 9am to 6pm &#8211; Bristol&#8217;s Biggest Bike Ride &#8211; Millennium Square</p>
<p>To cap off National Bike Week a team of PCSOs and Police Officers will also be mounting their bikes to take part in Bristol&#8217;s Biggest Bike Ride, including PC Andy Stamp, who will be aboard a unicycle.</p>

The increase has prompted police to launch a new &#8216;Lock it or Lose it&#8217; campaign.</p>
<p>The force has teamed up with Cambridge City Council, Cambridgeshire County Council, Cycling City, Cambridge Cycling Campaign and the city&#8217;s CCTV operators to target cycle thieves and encourage cyclists to do more to protect their bikes.</p>
<p>The crime reduction partnership is pooling its resources to spread two simple messages:</p>
<ol>
<li>Lock your bike up properly, to a fixed object, using a good-quality lock</li>
<li>Register your bike for free at <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">immobilise.com </a>the National Property Register</li>
</ol>
<p>Sgt Gordon Morgenthaler said:</p>
<blockquote><p>We are working together to publicise the &#8216;Lock it or Lose it&#8217; message. Prevention is the ultimate aim, but we also want people to register their bikes on <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">immobilise.com</a></p>
<p>It is a free national property register that means if your bike is recovered anywhere in the country we can get it back to you. It&#8217;s free and easy to use.</p></blockquote>
<p>Starting with National Bike Week, which runs from June 13 to 21, there will be various events all over the country and Cambridge Police will be at locations around the city registering cycles and giving advice to the public.</p>
<p>Liz Bisset, director of community services at Cambridge City Council, said:</p>
<blockquote><p>We need the public&#8217;s help to reduce bike crime.</p></blockquote>
<blockquote><p>Locking your bike securely is such a simple thing to do and hugely reduces the likelihood of a bike being stolen.</p></blockquote>
<p>We want to get that message out loud and clear to all cyclists in the city.</p>

<p>Increased patrols have been carried out and nine people have been arrested so far, but officers are warning other bike owners to increase their cycle security.</p>
<p>Inspector Marie James, from the Mile Cross Safer Neighbourhood Team, said although some of the thefts are opportunist, there have been reports of people breaking into sheds and garages to steal the bikes.</p>
<p>She said:</p>
<blockquote><p>It is a seasonal problem and now the nicer weather is here people are using bikes more.</p>
<p>People need to ensure their sheds are locked and secured as people have been going into sheds looking for bikes &#8211; there has been an emerging trend.</p></blockquote>
<p>Many Safer Neighbourhood Teams are offering cyclists the chance to security mark bikes, and officers advise buying a good quality lock, using a lock to secure the bike-stand, wheel rim and frame together and suggest never leaving the vehicles unattended.</p>
<p>Police teams are also encouraging owners of precious or expensive items to register them on the <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">Immobilise </a>website.</p>

<p>Laura Jones of the Formby Times noted that since May 1 the operation has led to 44 arrests, 11 of those for robbery resulting in five people charged and six bailed.</p>
<p>Police officers have made 462 stop searches and 91 stop checks, while also checking up on 568 &#8220;vulnerable premises&#8221;.</p>
<p>During the operation 74 mobile phones have been checked against the <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">Immobilise National Property Register</a> which can help reunite victims of robbery with their phones.</p>
<p>The operation has already seen a decrease in crime in the targeted areas.</p>
<p>Along with more patrols and increased intelligence gathering the Police have been working with Secondary School pupils.</p>
<p>Chief Inspector Stuart Ellison said:</p>
<blockquote><p>With the summer holidays coming arriving soon I want to give out a very strong but clear message, that the Police are cracking down on crime and disorder throughout Sefton and if you or have the intention of committing crime you be caught, arrested and prosecuted.</p></blockquote>

<p>However Crime prevention officer Paul Golley said people weren&#8217;t doing enough to protect themselves from thieves and against robbery:</p>
<p>We&#8217;d urge people not to show off their mobile phones or leave them unattended in public places like pubs and restaurants. People are advised not to use them while walking in public places as you are more prone to robbery.</p>
<p>We&#8217;d remind motorists not to leave phones in their cars and people should switch their phones to vibrate if they think their phone might bring them unwanted attention.</p>
<p>The number of mobile phone thefts in north Northamptonshire stood at 1,482 for the period 2006 to 2007. In the following year they dropped to 1,446 and the latest annual figure was 1,291.</p>

<p>Residents have been advised that a few simple steps can help keep their belongings safe from the thieves;</p>
<p>Crime Reduction Advisor, Jackie Bell said:</p>
<blockquote><p>In many of these cases a satellite navigation system has been taken. Thieves are breaking into the cars to search the glove box and see whether any items of value have been left.</p></blockquote>
<blockquote><p>Leaving sat nav cradles and sucker marks on display is the biggest giveaway that there is something of value in the vehicle.</p></blockquote>
<blockquote><p>Our advice is simple, by removing any trace of the sat nav system such as the cradle and sucker marks from the window and by removing valuables or personal items from the vehicle you are less likely to become a victim of vehicle crime.</p></blockquote>
<p>Drivers should also park their vehicle in a locked garage where possible or leave it in a well-lit area as close to their home as possible. Using a steering lock and securing alloy wheels with locking nuts are also good deterrents.</p>
<p>Other crime prevention tips include marking valuables with your postcode and vehicle registration number, and writing down the make, model and serial number of any items likely to tempt thieves. Drivers are also encouraged to register their valuable items on the Immobilise website (<a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">www.immobilise.com</a>).</p>

<p>There was a 64 per cent increase in cycle thefts in March compared to the same month last year.</p>
<p>Some 264 bikes were stolen in Cambridge and surrounding villages, up from 161 in March last year.</p>
<p>That has prompted Cambridge Regional College (CRC) to take action against the thieves.</p>
<p>The move follows a report in the News about police reviving a crackdown on cycle crime.</p>
<p>Russ McPherson, CRC&#8217;s security student liaison manager, said:</p>
<blockquote><p>We are fully committed to combating cycle crime and as such have only this week, as part of the new summer term, reminded students and staff that they can have their cycle coded by the security team at the college with a unique number provided in partnership with Cambridgeshire police and the Immobilise scheme.</p></blockquote>
<blockquote><p>We have tagged around 150 cycles in the last term and have helped owners register them on the <a title="Immobilise National Property Register" href="http://www.immobilise.com" target="_blank">http://www.immobilise.com</a> website.</p></blockquote>
<p>The scheme has helped to tackle the scourge of cycle theft.</p>
<p>Mr McPherson said:</p>
<blockquote><p>Since the introduction of the tagging scheme last September we have had only three reports of stolen cycles from the King&#8217;s Hedges site, which helps to prove that tagging cycles is, while not foolproof, a very good deterrent to cycle theft and greatly aids recovery and return to the rightful owners.</p></blockquote>

			<content:encoded><![CDATA[<p>Emma Stone of the Coventry Telegraph has reported that police in Coventry are targeting mobile phone stores in the city in a crackdown on the sale of stolen goods.</p>
<p>Officers from Stoney Stanton Road police station, along with officers from Coventry City Council’s Trading Standards, have been carrying out spot checks at shops selling mobile phones and accessories.</p>
<p>Four mobile phone stores have been visited in the last week and two were found offering illegal handset unblocking services.</p>
<p>The stores were searched and seven stolen mobile phones were seized from the two city stores.</p>
<p>In addition to the stolen phones, trading standards officers also seized a large quantity of counterfeit phone accessories from one of the shops visited.</p>
<p>As part of the police operation, second-hand mobile phone stores are being asked to log details of the serial number, phone number and customer details of all handsets brought in for sale.</p>
<p>Shop owners are also being advised to check national database <a title="CheckMEND - protecting buyers and sellers" href="http://www.checkmend.com/">CheckMEND</a>, which notifies retailers whether a phone has been registered lost or stolen, before they are bought for resale.</p>
<p>Details of any customer attempting to sell on a mobile phone, which is found to be registered as lost or stolen, should be forwarded to police.</p>
<p>Sergeant David Roxburgh, of Stoney Stanton Road police station, said:</p>
<blockquote><p><a title="West Midlands Police" href="http://www.west-midlands.police.uk/">West Midlands Police </a>is committed to reducing mobile phone theft across the region and we have taken a number of steps to do this. We have acquired new scanners, which will tell us if a phone has been stolen.</p></blockquote>
<blockquote><p>Anyone wising to carry and use phones which have been stolen are now much more likely to be caught.</p></blockquote>
<blockquote><p>Stores that do not check the validity of the phones they are selling will also be targeted by police and trading standards officers.</p></blockquote>
<p>He added that further spot checks were planned throughout the city.</p>

<p>Eagle-eyed police community support officers have been peeping in vehicles in St Neots and Eynesbury &#8211; cutting the number of thefts by more than a half.</p>
<p>Sector Inspector for St Neots, Mark Greenhalgh, told the Hunts Post, the Vehicle Alert Scheme has been extremely successful.</p>
<p>He said there were 15 vehicle-related crimes in the St Neots area in March 2008 compared to seven in March this year.</p>
<blockquote><p>Vehicle crime in the town is down 25 per cent compared to last year. I put this decrease down to the vehicle alert scheme, which is about educating vehicle owners on how to avoid being a victim of crime.</p></blockquote>
<blockquote><p>The scheme is about warning motorists that this time they were lucky because it was us who saw these items on show. But next time it could be someone else. Thieves are opportunists and it&#8217;s about not giving them the opportunity.</p></blockquote>
<p>The vehicle owners are sent a letter reminding them to remove all property and register any valuables at <a title="Immobilse National Property Register" href="http://www.immobilise.com/" target="_blank">http://www.immobilise.com/</a> to help police identify it.</p>
<p>Inspector Greenhalgh added:</p>
<blockquote><p>Police are doing everything they can to prevent theft from vehicles but motorists must play their part by removing tempting items from display.</p></blockquote>

			<content:encoded><![CDATA[<p>Avon and Somerset Police are asking us all to help beat the burglars this Spring by taking a few easy steps to help protect your home.</p>
<p>As the warm weather and longer evenings arrive, more people will be spending time outside or going away for an Easter holiday. This can leave houses easy targets for opportunist burglars who will seize their chance if they spot a window left open, an empty home or a hedge which allows them to work hidden from view.</p>
<p>Avon and Somerset suggest that there are some simple steps you can take to protect your house and garden while at home and on holiday.</p>
<p>The focus of the preventative measures is on securing garden boundaries and entry points to houses, and ensuring houses look lived in while you are away. If you are going away on holiday try to make sure your house still looks lived in. Cancel milk and newspaper deliveries, make sure there are no valuables on view and invest in some timers which turn on lights when it is dark. While at home remember to make sure garden boundaries are secure with high fences, locked garden gates and security lighting which comes on when people are around.</p>
<p>Speaking about these tips, Detective Chief Inspector Martyn Triggol said:</p>
<blockquote><p>The steps you can take to protect your home are not expensive or time-consuming. They are easy to implement and effective in reducing the risk of becoming a victim of burglary. Look at your home from the street and think about how a burglar may break in &#8211; and then take the necessary steps to deny them this opportunity. Thieves will use whatever they can find to help them including ladders, tools which are left lying around and wheelie bins, which can be easily moved and can be used to reach higher windows. The Avon and Somerset Constabulary website has tips on securing your home and I would recommend that people take a look.</p>
<p>The effort invested now may save a great deal of inconvenience later on if you are unfortunate enough to become a burglary victim. Many stolen items will be irreplaceable, such as photographs stored on stolen cameras and phone numbers stored on stolen phones. Victims may also have to spend time cancelling stolen bank cards, passports and driving licences, replacing door locks and filling out insurance claim forms.</p></blockquote>

			<content:encoded><![CDATA[<p>Now that the clocks have gone forward, police are urging people to keep their property safe. The as the weather gets warmers and the evenings lighter, criminals are known to take advantage of ready access that open doors and windows afford to them.</p>
<p>Suffolk police, as reported by the Lowestoft Journal, has suggested that there are a few simple measures which can protect people’s property.</p>
<p>Ben Cook the inspector for community safety in Suffolk, said:</p>
<blockquote><p>It may be tempting to leave windows and doors open as it gets lighter and warmer, but this is an invitation for a burglar to take advantage of easy access to your home. Whether you are inside or outside in the garden, keep doors and windows secure so only you can get in and out.</p>
<p>The same applies to your garage or shed &#8211; once you&#8217;ve removed the lawnmower, tools or barbeque you&#8217;re using, lock it behind you. Never leave items of value unattended in your garden, and don&#8217;t leave them on display through a window either. Mesh or bars can be fixed on shed and garage windows to conceal your property and deter criminals from breaking in.</p>
<p>Keep vehicles in secure garages where available, or parked in an open, well lit area. Keep hedges and shrubs cut back and fences, gates and walls in good repair. Make sure items such as bicycles, ladders and motorised vehicles that can be locked, are locked. Lock smaller items in cabinets and always keep keys safe and out of sight. Houses, sheds and garages can also be alarmed.</p></blockquote>

			<content:encoded><![CDATA[<p>The Home Office has recently announced that £250,000 of funding has been made available to help police more swiftly identify stolen mobile phones.</p>
<p>The scheme will see the Police National Computer (PNC) linked to the National Mobile Phone Register (NMPR) enabling frontline officers to quickly and easily check if a phone has been registered as stolen from its rightful owner.</p>
<blockquote><p>Home Office Minister, Alan Campbell said:<br />
By working closely with the mobile phone industry we have already put in place measures to make it harder for thieves to profit from mobile phone theft – around 90% of handsets reported stolen are now blocked within 24 hours of reporting reducing their value and the incentive for thieves.</p>
<p>Linking the National Mobile Phone Register to the Police National Computer will also provide enormous benefits to the fight against mobile phone crime. Currently an average of 25% of searches result in the police obtaining vital information that could result in property being retrieved and cases being solved. I believe that putting this invaluable tool at frontline officer’s fingertips will see that number rise further.</p></blockquote>
<p>The NMPR (National Mobile Property Register) is the national police database of registered property ownership and stolen property records. It is linked to voluntary databases &#8211; such as Immobilise.com, where people can enter their phone’s details. So if the phone is lost or stolen police can identify it and return it to the rightful owner.</p>

<p>They should also fit alarms and security lights.</p>
<p>The warning comes from PS Glynn Worley who said:</p>
<blockquote><p>Thieves can easily use tools lying around to break into someone’s home.</p></blockquote>
<blockquote><p>The average shed or garage contains hundreds of pounds worth of equipment, and if they are insecure then offenders don’t even need to break into homes to steal valuables.</p></blockquote>
<p>Police recommend that residents install shed alarms and security lights and security mark power tools, bikes and other valuable items with ultraviolet marker pens.</p>
<p>Items should be chained together using a high-security chain or cable and a good quality padlock, and the chain should be securely fastened to the wall or floor.</p>
<p>For even greater peace of mind, residents are urged to register valuable items on www.immobilise.com, free of charge.</p>

			<content:encoded><![CDATA[<p>The Manchester Evening News has recently reported on the ongoing problem of bicycle crime. In Wythenshawe PC Steve Le Cheminant has reunited hundreds of owners with their stolen cycles, in the last six months alone, Pc Le Cheminant has seized 55 bikes and arrested 15 people for theft and handling stolen goods.</p>
<p>The 55-year-old officer has even personally returned bikes before they have been reported stolen, after tracking down their owners through manufacturers and retailers.</p>
<p>Pc Le Cheminant, who has served for 29 years, said:</p>
<blockquote><p>It is very satisfying returning them to their owners, they can&#8217;t thank you enough.</p>
<p>Some will not even report them stolen because they don&#8217;t think they have a chance of seeing them again.</p>
<p>But police do take bike theft seriously. A lot of burglars and other criminals, especially the younger generation, use them as a way to get around.</p>
<p>Sometimes searches of the offenders&#8217; properties lead to more stolen goods, drugs and weapons.</p>
<p>We can trace the bike owners through crime reports on the police computers, although some make it difficult by just describing say an expensive bike as &#8216;a blue one&#8217;.</p></blockquote>
<p>Around 430,000 bikes are stolen in Britain each year, usually sold for anything from £10 to more than £300. Cyclists can combat bike theft by recording the serial number, taking pictures, locking them with robust device such as a D-shaped shackle, and registering them and other valuables on <a title="Immobilise National Property Register" href="http://www.immobilise.com/">immobilise.com</a>.</p>
<p>Of the 55 bikes seized recently in Wythenshawe, Pc Le Cheminant has managed to return 45 to their owners.</p>
<p>Sergeant Jane Butler said:</p>
<blockquote><p>As the arrests of Pc Le Cheminant demonstrate, we have already had a huge success in retrieving stolen cycles and we hope to build on this.</p>
<p>Residents can assist the police by making sure they secure their bikes when they are leaving them, even for just a short time.</p>
<p>If a thief spots a chance to steal something and get away they will.</p></blockquote>

			<content:encoded><![CDATA[<p>The Middlesbrough Evening Gazette has reported that police have invested in new hi-tech equipment to help reunite lost or stolen mobile phones with their rightful owners.</p>
<p>In conjunction with the Safer Middlesbrough Partnership and Radio Tactics, police in Middlesbrough have bought two mobile phone scanners.</p>
<p>The handheld devices can pass over the barcode in the back of a registered handset and identify it there and then as lost or stolen.</p>
<p>Police urge mobile phone owners to register their handset on <a title="Immobilise National Property Register" href="http://www.immobilise.com/">http://www.immobilise.com/</a>which can store unique details of mobile phones, such as their IMEI and serial numbers.</p>
<p>The new scanners, which will link in with Immobilise, were piloted in Middlesbrough last summer with encouraging results. Thirty-seven mobiles were scanned and found to be stolen.</p>
<p>The property office and Middlesbrough CID will each have a scanner so that any mobiles recovered in hauls of suspected stolen goods or booked into found property can be checked – and immediately blocked if necessary while police trace the original owner.</p>
<p>Detective Chief Inspector Shane Sellers, Middlesbrough police crime manager, said:</p>
<blockquote><p>The new scanners should help progress the positive work we have carried out so far. Officers have already visited and will continue to visit local stores and dealers to encourage them to promote the registration scheme at the point of sale.</p></blockquote>
<p>Det Chief Insp Sellers said that together with the Safer Middlesbrough Partnership the police intended visiting schools to promote the initiative to younger phone owners who are often affected by theft.</p>
<p>He added:</p>
<blockquote><p>Once again, I’d urge mobile phone owners to take just a few minutes to register their phones on the immobilise website – it’s easy, quick and free.</p></blockquote>

<p>Approximately 50 search warrants have been executed and £100,000 worth of property seized.</p>
<p>Recovered items include over 60 mobile phones, games consoles, laptops and computer games and jewellery such as watches and necklaces.</p>
<p>Detective Inspector Tim Evans, Croydon Police’s Priority Crime Unit, said:</p>
<blockquote><p>We want to remind members of the public of the need to ensure that their homes are secure. Front doors, windows and conservatories should be securely locked and have sturdy frames.</p></blockquote>
<p>He added:</p>

			<content:encoded><![CDATA[<p>Lucy Richards of the Basingstoke Gazette has highlighted the problem of police forces being unable to return recovered property to their owners.</p>
<p>Cyclists should help to combat crime by marking their bikes and recording the details.</p>
<p>The crimefighting call comes from PC Ian Castle, of Basingstoke police, who says many cyclists will need reminding after getting new bikes for Christmas.</p>
<p>He also stresses that if a bike is stolen, the owner should always inform the police because officers recover many which are never reunited with their owners.</p>
<p>The Winklebury beat officer said:</p>
<blockquote><p>Lots of bikes that have been lost or stolen are found and recovered by police, but people don&#8217;t always report them stolen because they don&#8217;t think we will ever find them.</p>
<p>A lot of people don&#8217;t make a note of their serial number either, which makes it hard to identify the bike from others.</p></blockquote>
<p>The serial number is usually found beneath the bottom bracket. Anyone unable to find it, should get the shop to record it on the invoice.</p>
<p>PC Castle said:</p>
<blockquote><p>With the serial number, it is easier to catch the offenders and return the property and we do stop a lot of people on bikes. But unless we can identify a stolen bike, we can&#8217;t challenge someone.</p></blockquote>

<p>PCSO Louisa Warburton said:</p>
<blockquote><p>The response from the children was great and we&#8217;re hoping that they will also take home the leaflets we gave them so that their parents can learn about the Immobilise website too.</p>
<p>It would be great if families could register all their expensive gear on the database because it is such a useful tool for us in helping to recover property that has been lost or stolen.</p></blockquote>

<p><a title="Gwent Police" href="http://www.gwent.police.uk/">Gwent Police </a>said it had noticed a rise in thefts from cars in the run-up to Christmas and was concerned people may be led into making dodgy purchases.</p>
<p>The force is urging people to register valuables on a website so items stolen could be returned to them more easily.</p>
<p>It is also targeting car criminals with more patrols, &#8220;capture cars&#8221; and number plate recognition camera equipment.</p>
<p>Community Safety Inspector Terry Davies said:</p>
<blockquote><p>We are concerned that the credit crunch may be leading more people to risk buying dodgy goods which could have been stolen, to save money.</p>
<p>Our guess is that with the type of stuff being stolen, there may be more people inclined to buy cheaper goods and perhaps ask less questions than before.</p>
<p>We know that lot of sat nav sytems are being stolen. They are becoming almost a necessary item to own.</p>
<p>What we feel is that because so many items of this type of property is being stolen, there must be more than usual market for them.</p></blockquote>
<p>He added stolen goods were much easier to return to their owners if they had been registered on <a title="Immobilise National Property Register" href="http://www.immobilise.com">www.immobilise.com</a>, a property register used by all the UK&#8217;s police forces.</p>

<p>Nicola Bamford, reporter for Rochdale Online, said;</p>
<blockquote><p>&#8230;by using &#8220;Immobilise&#8221; owners can put up details to be used for comparison should stolen items be recovered from criminals. The database is both simple and free and allows users to add item photographs and certificates of ownership to their accounts as well as immediately alerting law enforcement to the theft of an item.</p>
<p>Currently, &#8220;Immobilise&#8221; has a running record of 250 cases per week of items being successfully reunited with their owners. Furthermore, the system also aids with insurance claims as some companies may be reluctant to pay compensation to the 18% of cases where theft is due to trivial security negligence, such as leaving a window open.</p></blockquote>

<p>Extra officers are being used this week to capture cars and use specialist number plate recognition equipment to find stolen goods and return them to their rightful owners.</p>

<blockquote><p>This is a response to the increase in thefts from vehicles during the run-up to Christmas &#8230; We know that thieves are stealing number plates, sat navs, audio equipment like CD players and mobile phones. We also know they are selling them on and are working with second hand shops to stop that.</p></blockquote>
<p>People can register their valuables on the specially designed <a title="Immobilise National Property Register" href="http://www.immobilise.com">Immobilise.com</a> website so their goods can be returned if stolen.</p>
<p>Officers from the community safety team will also be out in January showing shoppers how to register their valuables.</p>

			<content:encoded><![CDATA[<p>Greater Manchester Police are urging pupils across Wigan and Leigh to keep new gadgets like mobile phones and MP3 players out of sight to avoid becoming a victim of street crime.</p>
<p>Local police will be delivering crime prevention messages to high schools in the borough over the coming weeks to warn pupils to leave their new Christmas presents at home or risk losing them.</p>
<p>January is a peak time for street robberies as people step out with valuable new Christmas presents, and young people aged 14-17 are the most likely victims according to police statistics.</p>
<p>Last January, there were over 15 reported crimes of street robbery throughout the Wigan borough.</p>
<p>Top of the shopping list for thieves are mobile phones, with figures showing they are stolen in half of all street robberies.</p>
<p>Wendy O&#8217;Neil, Crime Reduction Advisor for Wigan division, said:</p>
<blockquote><p>We are urging children and young people to leave their valuables at home or hide them when they are on the bus, waiting at the bus stop, on the street or even at school.  Most robberies are opportunistic, so by keeping valuables out of view you can reduce your risk of becoming a target. While most people are out hunting for bargains in the sales, criminals may be on a spree of a different kind, especially in busy high street areas.</p></blockquote>
<p>Police are issuing the following safety tips to pupils:</p>
<ul>
<li>Leave your valuable items at home, or at least out of sight. Don&#8217;t show off your favourite Christmas presents on the bus, in the street or in other public places.</li>
<li>If you need to make a mobile phone call, go into a shop or café rather than phone or text on the street or on public transport. Don&#8217;t talk or text and walk!</li>
<li>If you have your phone in your pocket or bag, turn off the ringer so that you don&#8217;t advertise where it is being carried.</li>
<li>Use pin codes to lock your phone and register it at <a title="Immobilise National Property Register" href="http://www.immobilise.com">http://www.immobilise.com</a></li>
<li>Don&#8217;t bring large amounts of money to school. Only bring what you will spend that day &#8211; for example, just enough money for your lunch.</li>
<li>Keep to well-lit roads and public areas. Don&#8217;t use alleys or short-cuts.</li>
<li>Stay alert. Turn off your personal stereos &#8211; they stop you being aware of what&#8217;s going on around you.</li>
<li>If you think you are being followed, cross the road. If the person follows you, cross it again. If you are still worried, go at once to a place where there are lots of people, such as a busy shop, and tell someone what&#8217;s going on. If you can, speak to a police officer. If not, go to a family group rather than a single adult and tell them.</li>

			<content:encoded><![CDATA[<p>The Bridgwater Mercury has reported that a local police initiative aimed at making people aware of the need to keep their personal possessions safe during the Christmas period has been hailed a success.</p>
<p>As part of Operation Relentless, police officers and PCSOs took to the streets with a range of personal safety initiatives.</p>
<p>More than 100 people visited an information stand set up by police in Angel Place that offered people advice on how to register the valuable possessions they may receive this Christmas, such as iPods, mobile phones, laptops and games consoles on a national database.</p>
<p>PCSOs were showing interested people how to navigate the Immobilise website, a Government-backed database that records the serial numbers of any possession in your home in an attempt to cut crime and make it easier for police to retrieve stolen items.</p>
<p>A number of PCSOs also took to car parks around the town to check if drivers were leaving personal belongings and even presents on the back seats of their vehicles as part of a vulnerable vehicle scheme.</p>
<p>PC Andy Jenrick said:</p>
<blockquote><p>Operation Relentless was a brilliant day and we have managed to promote the Immobiliser website in mobile phone shops, jewellers and even the bigger electrical stores such as Currys and Comet.</p></blockquote>
<blockquote><p>More than 100 people came to make enquiries about how to register their personal items in Angel Place and the vulnerable vehicle scheme was also successful, with PCSOs finding between 80 to 100 potential targets of crime.</p></blockquote>

<p>Police are advising people to make sure all external doors and windows are locked and burglar alarms activated and to use lights, radios and timer switches to make your house look occupied.</p>
<p>People can also register valuables online through a free national database called <a title="Immobilse National Property Register" href="http://www.immobilise.com">www.immobilise.com</a>.</p>

<p>Detective Chief Inspector Shane Sellers, of Middlesbrough Police, said:</p>
<blockquote><p>Last year 835 mobile phones were reported stolen in the district.</p>
<p>Registering mobile phones on the www.immobilise.com website should have an impact in reducing this figure, particularly where phones have been stolen, as the phone can very quickly be blocked on the UK network, rendering it useless to the thief.</p></blockquote>
<p>Safe in Tees Valley will be taking the message into schools and colleges to promote the message to the customers who are often most affected by mobile thefts.</p>

<p>&#8220;Many thieves are opportunist and will try and steal any items they see on display or break into a house they think is insecure. However, by taking a few simple precautions you could be avoiding becoming a victim. Remember that offenders are trying to fund their own Christmas, so don&#8217;t make it easy for them.&#8221;</p></blockquote>
<blockquote><p>Home security tips:</p>
<ul>
<li>Trim overgrown trees and hedges that might obscure lighting or hide a burglar from your neighbours or passers by.</li>
<li>If you are going to be out all day, set indoor lamps on timer switches to come on at dusk to give the impression that someone is at home.</li>
<li>Consider joining or starting up a neighbourhood watch scheme in your road (contact your local Neighbourhood Watch office via 0845 8 505 505 for more details).</li>
<li>‘Postcode&#8217; your electrical goods, such as DVD players and computers, with an ultra violet pen or permanent marker, and make an inventory of these items including brand names and serial numbers.</li>
<li>You can also register all mobile equipment such as cameras and iPods on the national database, www.immobilise.com. The police have access to this database, allowing stolen items to be returned to their owners.</li>
<li>Ensure all your external windows and locks are secure, and fit additional locks where necessary.</li>
<li>Consider installing motion sensor lighting outside external doors.</li>

<p>The on-line service is totally free and is quick and easy to use. Items marked as being registered with Immobilise are less likely to be stolen, and households displaying Immobilise stickers are less likely to be targeted by burglars.</p>
<p>Almost any item with a serial number recovered by police can be returned to the owner if registered on the database. Users can also add photographs and certificates of ownership to their Immobilise account. <p>By taking some of the steps detailed suggested by the Chester Chronical and below you can reduce the risk of becoming a target for thieves this festive season:</p>
<ul>
<li>Plan your night out, including how to get home safely.</li>
<li>At home, always use window and door locks.</li>
<li>Don&#8217;t leave sets of car keys on display either inside or outside in garage and shed doors.</li>
<li>Use timer switches on lights and leave a radio playing to give the impression there is someone at home.</li>
<li>Wherever you are, make sure any valuable belongings you have are property marked with your house number and postcode either using UV markers or etching tools. Marking products such as Smart Water are also valuable. Visit www.immobilise.com and register your valuables securely on line &#8211; if stolen this will assist the police to identify and return items to you.</li>

<p>Chief Inspector Nick Walker said:</p>
<blockquote><p>We know thieves are deterred from stealing items which have been marked with a post code because they know that if they are caught with it we will be able to prove it has been stolen.</p>
<p>Marking your property or registering it on www.immobilise.com also means that if your belongings are stolen and recovered by police we can return them to you.</p></blockquote>
<p>The school visits are part of the district&#8217;s Relentless operation on Tuesday December 16 2008, getting out into the community and working with partners to tackle the issues that affect local people.</p>
<p>Officers will also be promoting the property-marking message in high streets across the district, with the constabulary&#8217;s Mounted Section on patrol in Weston-super-Mare selling the message too.</p>
<p>CI Walker said:</p>

<blockquote><p>As part of Operation Guardian, police in the borough are issuing a festive message to make sure people giving gifts don&#8217;t hand one to a thief this Christmas.<br />
Officers are warning that the traditional Christmas scene, with a pile of presents under a tree, is a gift of an opportunity for a burglar.</p>
<p>The number of house break-ins rises significantly during the Christmas period as presents tempt burglars in to people&#8217;s homes.<br />
Once inside, they take anything they can easily find, including credit cards, cheque books, bags and car keys.<br />
Crime reduction advisor for Wigan division, Wendy O&#8217;Neil, said: &#8220;Everyone should have a happy and secure Christmas, so I would like to remind people of simple steps to ensure they keep their property safe.<br />
&#8220;The sad fact is that more than one in three of all domestic burglaries in the Wigan Borough happen because people do not lock their doors and shut their windows meaning the opportunist thief does not even have to use force to gain access.<br />
&#8220;Even if you are in the house you should still lock external doors, and keep windows shut. If the room is stacked full of presents, close the curtains and help to make sure your hard-earned gifts don&#8217;t end up in someone else&#8217;s hands.&#8221;</p>
<p>Police are also urging residents to register their valuables free-of-charge at <a href="http://www.immobilise.com">www.immobilise.com</a><br />

They hope the scheme will help catch thieves and reunite owners of stolen property with their personal possessions.</p>
<blockquote><p>Between September 1 to December 1, 246 pedal cycles were reported stolen in the city along with 162 mobile phones as well as other equipment like Sat Navs and iPods.</p></blockquote>
<blockquote><p>Inspector Michelle Lillie, from the University and Eaton Safer Neighbourhood Team (SNT), said: &#8220;We find that the main problem is when people report items as stolen they have very little details about what the property is.&#8221;</p>
<p>The website, <a href="http://www.immobilise.com">www.immobilise.com</a> allows people to upload pictures and detail information about personal property in case it is stolen.</p>
<p>Police then link into it when they recover stolen goods.</p>
<p>Insp Lillie added: &#8220;Police do recover property however because of the limited description of lost or stolen property it is difficult to match it to a previous owner making the job of proving an offence that little bit more difficult.&#8221;</p>
<p>&#8220;We are urging the public to help by keeping a record of all personal equipment with a serial or identifiable number and use the Immobilise registration service.&#8221;</p>
<p>Serial numbers are needed for goods and to register your mobile phone, you need to know your 15 digit IMEI handset number which can be found by keying in *#06# on the keypad or on a sticker underneath the battery.</p>

<blockquote><p>Don&#8217;t gift wrap Christmas for criminals this year &#8211; they are your presents, protect them.</p>
<p>At this time of year people go shopping and sometimes leave what they have bought in full view on the back seats of their car while it is parked in a car park. Or they put wrapped presents underneath Christmas tree&#8217;s in their homes in full view of people walking past in the street, said Assistant Chief Constable Nick Ingram.</p>
<p>These are easy targets for thieves. They know that there are likely to be high value goods in the bags or all wrapped up &#8211; don&#8217;t make it easy for them.</p>
<p>Dyfed Powys is a safe area to live, but it is important not to get complacent.</p>
<p>Also it is important to remember to register your valuables. A few years ago we encouraged people to post mark their property. This is the twenty first century equivalent. You can go online to <a title="Immobilise National Property Register" href="http://www.immobilise.com">immobilise.com</a> and register your valuables.</p>
<p>If the worst happens and you are burgled, and the police recover stolen items they will search the immobilise database and return the goods to the rightful owners.</p></blockquote>

			<content:encoded><![CDATA[<p>Middlesbrough Police, in conjunction with the Safer Middlesbrough Partnership and Safe in Tees Valley, are publicising a pre-Christmas message to ensure that any new mobile phone is registered is registered on the Immobilise Property system.</p>
<p>It is recommending that any youngsters who receive a mobile phone for Christmas take the proactive step of registering the phones details on Immobilise.</p>
<p>Detective Chief Inspector Shane Sellers, of Middlesbrough Police, said:</p>
<blockquote><p>Last year 835 mobile phones were reported stolen in the district.</p>
<p>Registering mobile phones on the www.immobilise.com website should have an impact in reducing this figure, particularly where phones have been stolen, as the phone can very quickly be blocked on the UK network, rendering it useless to the thief.</p></blockquote>

<blockquote><p>With stories every year about families having their Christmas presents stolen, the police have issued some simple measures to reduce the chances of this happening. These include not leaving shopping bags of presents in view in cars and not leaving presents, especially expensive ones, under the Christmas tree where they can be seen through a window.</p>
<p>People can register their valuable Christmas presents at an online database (<a title="Immobilise National Property Register" href="http://www.immobilise.com">www.immobilise.com</a>). The serial number can be registered, which will help keep property safe and reunite stolen items with their rightful owners.</p>
<p>Inspector Ben Cook from the crime reduction department stresses the importance of being careful this Christmas.</p>
<p>He said: &#8220;Only place the packaging of gifts outside your property on the morning of your rubbish collection to avoid advertising what valuable items you have.&#8221;</p>
<p>&#8220;Residents should ensure they have some lights on timers during the darker evenings. Do not give thieves any opportunity to ruin Christmas.&#8221;</p></blockquote>

<blockquote><p>Officers are launching a crime awareness initiative today (Wednesday 3 December) to put crime prevention awareness at the front of people&#8217;s minds as they prepare for the busy holiday season.</p>
<p>Robbery, shoplifting, vehicle crime, fraud and petty thefts traditionally rise at this time of year and people can easily fall prey to thieves as they may not be as security conscious as usual.</p></blockquote>
<blockquote><p>December&#8217;s dark nights give burglars plenty of cover to break into houses. Householders are reminded not to leave valuables and presents where they can be seen by passers by looking into the house.</p>
<p>The top five valuables burglars look for are:</p>
<ol>
<li>cash</li>
<li>jewellery</li>
<li>computers, including laptops and play stations</li>
<li>credit and debit cards</li>
<li>mobile phones</li>
</ol>
</blockquote>
<p>It is not just consumers that need to be more wary at this time of year, trades people are also urged to be wary and to proactively register items on <a title="Immobilise National Property Register" href="http://www.immobilise.com">immobilise.com</a>:</p>

<blockquote><p>While out shopping be aware of pickpockets and thieves, carry your handbag in front of you so sticky fingers can&#8217;t get into it.</p>
<p>When out and about Christmas shopping, leave carrier bags with gifts in secure and out of site in your car but make sure you stay vigilant, thieves may well watch car parks for a chance to break into them.</p>
<p>When at home make sure you wait until Christmas Day before putting presents around your tree, they can make a tempting display for a burglar.</p>
<p>Burglars like an easy life and it&#8217;s not just Christmas cards that come through your letterbox so fit a letterbox hood.</p>
<p>Burglars can force some sash windows, especially old ones without key operated locks. A good way to reduce the risk is by fixing a window box planter to the window ledge and fitting proper window locks.</p>
<p>Don&#8217;t highlight the fact that you have gifts and presents to criminals by openly displaying the empty packaging outside by your bins.</p>
<p>Registering your possessions on the immobilise website increases your chances of being reunited with them should they be lost or stolen and come to the notice of the police.</p></blockquote>

<p>Sergeant Mark Stephens from Whaddon Safer Community Team, who are responsible for policing issues at the Francis Close Hall, Hardwicke and Pitville campuses said: &#8220;Sadly student houses are an easy target for burglaries as with several people coming and going from the property they are easily left insecure.&#8221;</p>
<p>&#8220;If you add up the cost of everything you own, ipod, television, bike, laptop and mobile phone, you&#8217;ll probably be surprised at the amount it comes to.</p>
<p>&#8220;Along with the financial ramifications of losing these items it can also be very upsetting and devastating to your university work if any of your notes were stored on the stolen items.&#8221;</p></blockquote>
<p>In addition to registering property on the Immobilise Property Register, Cheltenham police also make these sensible suggestions:</p>

<li>A remarkable number of burglaries occur because a window or door has been left open, so make sure you keep them closed.</li>
<li>Do not leave cash or valuables on display in your room and make sure valuable items cannot be seen from the window.</li>
<li>During the Christmas, Easter and summer holidays take all items of value home with you.</li>
<li>Make sure your property is insured.</li>
<li>Get valuables security marked.</li>

In addition to the usual anti theft messages South Wales Police also suggest that owners of the type of vehicles being targets should registered their radios on Immobilise to help identify thieves and return recovered property.</p>
<blockquote><p>Ford Ka owners are being warned to be on their guard after a sharp rise in break-ins across Cardiff.</p>
<p>Thieves have broken into almost 90 cars since August and stolen their radios in the belief that they contain chips which can pick up free satellite TV.</p></blockquote>
<blockquote><p>Ch Insp Alun Morgan, who is responsible for auto crime in Cardiff, said: &#8220;I don&#8217;t wish to alarm car owners but as police we have a responsibility to make the public aware that Ford Kas are currently being targeted.</p>

<li>Record and register your bike &#8211; log onto www.immobilise.com.</li>
<li>Never leave your bike unlocked and unattended.</li>
<li>Keep your bike in a locked garage or shed when not in use.</li>

			<content:encoded><![CDATA[<p>The concept of making everyone register their handset in the UK is greatly misunderstood and is being hyped up by the <a title="Government faces fight from within for spy database" href="http://www.timesonline.co.uk/tol/news/politics/article4969361.ece" target="_blank">press</a>. Did you know that any contract mobile phone owner&#8217;s information can already be accessed by the Police using either a request under the RIPA or DPA procedures? So why should be people using PAYG phones not be subject to the same system? this is all this is about and it closes a loophole used by criminals that make it harder for the Police to identify stolen handsets or handsets used in connection with dubious activities. The only argument surely is whether the owner&#8217;s information is subject to the safeguards afforded by RIPA. If you use the DVLA registration of cars as a proof of concept, the Police can tap in your registration number and see the owner&#8217;s details in a heartbeat without having to make any formal requests so why not do the same with mobile phones?</p>
